Job Description

The Director of Business Operations plays a pivotal leadership role in advancing the strategic goals of the College of Agriculture, Food, and Natural Resources (CAFNR). Under general direction, this position oversees fiscal, operational, and facilities management for land grant programs, including the Cooperative Agricultural Research Center (CARC) and the Cooperative Extension Programs (CEP). By optimizing resource allocation and fostering organizational efficiency, the Director ensures compliance with regulatory standards while enabling sustainable growth and impactful outcomes.

Responsibilities

Strategic Financial Leadership

  • Leads and directs fiscal operations, including budgeting, forecasting, and financial reporting for land grant programs.
  • Develops and implements strategic financial plans, ensuring effective allocation of financial, human, and material resources.
  • Implements quality assurance measures and leads performance improvement initiatives and employee coaching to meet organizational goals.
  • Provides data-driven recommendations to the Dean and Executive Leadership on budgets, financial strategies, and resource needs.
  • Prepares and submits applications for federal assistance for capacity programs.
  • Prepares/Reviews and submits financial and progress reports for federally sponsored programs, ensuring alignment with funding requirements.

Operational Oversight and Infrastructure Management

  • Monitors federal and state match/cost-sharing budgets and expenditures to ensure compliance with university, state, and federal regulations, enabling successful financial reviews and audits.
  • Directs fleet management, facilities operations, and capital projects, including construction, renovation, and space utilization.
  • Supervises departmental reconciliation and end-of-year reporting for land grant programs.
  • Oversees payroll, position costing, and time/effort reporting, ensuring accurate and timely processes.

Professional Development and Team Leadership

  • Designs and implements training programs for faculty, staff, and student employees to enhance competencies and operational efficiency.
  • Fosters a culture of cross-training, continuous learning, and professional growth among team members.
  • Represents the college at local, regional, and national meetings and conferences, showcasing CAFNR's commitment to excellence.

Partnerships and Contracts Management

  • Negotiates, reviews and manages contracts and agreements aligning with organizational goals and needs.
  • Fosters partnerships with external stakeholders, federal agencies and institutional collaborators to enhance programmatic and financial impact.
  • Collaborates with university offices, including Research and Innovation, to resolve budgetary and compliance matters effectively.

  • Participates in college-wide initiatives, events, and committees to promote collaboration and shared success and performs other duties as deemed necessary.

Required Education & Experience

  • Bachelor's degree in Accounting, Finance, Business Administration or related field.
  • Ten years of related experience in management.

Required Knowledge, Skills & Abilities

  • Exceptional critical thinking skills to provide actionable, data-driven recommendations.
  • Ability to lead and manage complex financial, operational, and facilities functions with a focus on long-term strategic goals.
  • Demonstrated ability to multitask, work independently, and collaborate effectively.
  • Expertise in budgeting, forecasting, financial reporting, and managing large-scale budgets.
  • In-depth knowledge of federal regulations, including Uniform Guidance, and experience managing compliance for federal grants.
  • Proven ability to oversee facilities operations, fleet management, and capital projects effectively.
  • Strong verbal and written communication skills with the ability to engage multi stakeholders.
  • Advanced proficiency in word processing, spreadsheet and database applications.
  • Demonstrated success in coaching, mentoring, and fostering professional growth within teams.

Preferred Qualifications

  • Master's degree in Accounting, Financial, Business Administration, or Public Administration.
  • Certification in Grant or Financial Management.
  • Significant experience managing USDA-funded grants in a land-grant institution or experience working with land-grant institutions or the A&M System.
  • Expertise in advanced reporting tools and data visualization platforms for financial tracking.
  • Five or more years of experience leading teams in operational or financial roles.
  • Strong understanding of federal cost principles, audit standards, and compliance requirements.
