Summary:
Directs all financial operations for the Third Judicial Circuit of Michigan, ensuring fiscal integrity, compliance, and strategic financial planning. Oversees budgeting, accounting, grant management, and financial reporting, providing leadership to achieve the Court's long-range goals. Reports to the Executive Court Administrator (ECA).
Essential Functions:
• Strategic Financial Leadership: Develops and executes financial strategies, including long-range planning, budget development, and financial forecasting.
• Financial Oversight: Manages all accounting functions, ensuring compliance with GAAP, regulatory requirements, and audit standards. Certifies the Court's annual fiscal year cost allocation plan.
• Budget Management: Directs the preparation and analysis of the annual budget and quarterly projections.
• Financial Analysis & Improvement: Analyzes financial data to identify opportunities for efficiency and process improvement.
• Accounts Payable: Directs the approval and payment of all Court expenditures.
• Collection & Enforcement: Oversees court collection and enforcement, emphasizing consistency and prompt non-compliance resolution.
• Auditing: Directs and manages all internal and external audit processes, ensuring compliance with relevant regulations and accounting standards.
• Team Leadership: Manages and develops finance staff, including performance management, training, and succession planning.
• Compliance & Reporting: Ensures compliance with all applicable laws and regulations, and prepare accurate financial reports.
• Grant Management: Oversees grant financial activities and compliance.
• Financial Systems & Controls: Enhances and/or develops, and implements financial policies, procedures, and systems.
• Stakeholder Collaboration: Serves as a financial advisor to the Chief Judge, ECA, and senior executives, and liaise with various federal, state and local external agencies.
• Contract Review: Provides financial input on all court contracts and bid soliciations.
• Maintains expert knowledge of evolving government financial and compliance regulations, ensuring the Court’s adherence to all applicable standards.
• Performs other duties as assigned.
Qualifications, Licenses and Certifications:
• Bachelor's degree in Accounting, Finance, or Business Administration.
• Master's degree or CPA preferred.
• Minimum 10 years of progressive financial management experience, including 7 years in a public sector environment.
• Strong knowledge of government finance, budgeting, auditing, and accounting systems.
• Experience with grant management, financial reporting, and compliance.
• Proficiency in MS Office Suite and relevant financial software. Experience with Oracle ERP a plus, but not required.
• Valid Michigan driver’s license and vehicle access.
Experience commensurate with the job that demonstrates the required skills and competencies may be considered in lieu of education requirement(s).
