Description
Boulder County Parks and Open Space Department is seeking to hire a
Business Operations Supervisor. The Business Operations Supervisor performs complex professional management and supervision of the divisions day to day operations including financial approvals, and oversight for our human resources, grant coordination and rental property areas of operation. This position will supervise the Department HR Payroll Specialist, Department Grant Coordinator, the Rental Property Coordinator, and hourly positions. The position will report to the Administrative Division Manager.
This position is an integral part of a close working team in a small division which works closely in a collaborative manner with all elements of our department as well as across the county. We provide excellent customer services to each customer, every time by leading business development and standardizing best practices. This is a
full-time, benefited position that will work
Monday - Friday 8:00am - 4:30pm, with flexibility. This position will work
primarily remote and out of
5201 St. Vrain Rd., Longmont, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is
exempt.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $79,872.00 - $97,428.00 Annually

Examples of Duties
- Plans, organizes, schedules, and supervises workflow functions as assigned for the business operations within the department
- Interfaces with internal offices and departments and external vendors
- Responsible for gathering information and assisting the Division manager in preparing data for analytical review.
- Oversees daily operations in the areas of human resources, grant coordination, back up payroll review & approvals, and training for the supervisor and management teams in areas of HR and grant opportunities as it pertains to the Department’s overall functions
- Draft’s, maintains & updates department’s policy, and procedures
- Assists in identifying any organizational development grant opportunities in conjunction with the Grant Coordinator
- Conducts performance appraisals, counsels’ employees concerning performance and recommends personnel actions in the areas of hiring, termination, and discipline.
- Coordinates special projects for the department or division as needed
- Ensures operations comply with county policies and legal requirements
- Prepares a variety of technical, narrative, and statistical reports, as needed
- Works with customers to identify and resolve current and projected major problem areas within the department
- Consistently works to improve the efficiencies of the Parks & Open Space in all areas of HR, grant coordination and rental properties processes, which includes incorporating best practices
- Provides coverage for the Division Manager
- Performs related duties, as required
- May be reassigned during emergency situations

Education & Experience
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of a high school graduation or equivalent and
five years of combined education and experience in a related field such as business operations, budget reporting, financial accounting, human resources, property management/lease & administration or grant coordination,
including two years of experience with a financial system (such as Oracle) or Payroll/timekeeping system (such as Kronos/Dimensions)
AND at least
one year in a supervisor capacity.

Preferred Qualifications
- Two or more years in a supervisor capacity directly supervising at least three or more full-time employees.
- At least 3 years’ experience with a financial system such as Oracle AR or AP Or Payroll &/or timekeeping software system such as Kronos or Dimensions.
Knowledge, Skills, & Abilities
- Working knowledge of professional accounting, purchasing and human resource principles and procedures especially as they relate to governmental practices
- Knowledgeable of county and departmental policies & regulations
- Thorough knowledge in budget management
- Skilled in use of a financial system in AR &/or AP modules
- Skilled in project & contract management involving multiple locations and multiple funding sources
- Skilled in contract oversight including managing large projects and budgets of up to 1 million dollars
- Ability to effectively communicate and provide education & guidance to facilitate streamlined processes in key areas such as hiring procedures & required financial approval procedures
- Ability to make clear and convincing arguments and presentations, effectively listen to others, and respond appropriately and must be open to change, new information, and unexpected obstacles
- Ability to ensure the protection of confidential information in compliance with applicable local, state, and federal requirements
- Ability to exhibit understanding, courtesy, tact, empathy, and concern and work effectively with people from varied backgrounds and situations
- Ability to work well independently, as well as to develop and maintain solid working relationships with staff from other Parks & Open Space programs, Boulder County departments & the public
