Who We Are Looking For

The Department of Health and Human Services (DHHS) is looking for an enthusiastic, organized, detail-oriented professional to executive management oversight of the Department Budget, Fiscal, and Compliance Teams in support of the Chief Operating Officer . This position requires someone who can juggle multiple tasks and has an appreciation for the complex budgeting requirements that are required to run a large County Department providing direct health and social services to the residents of Montgomery County.

What You'll Be Doing

The Chief Financial Officer is responsible for overseeing the fiscal operations of the Department of Health and Human Services . Responsibilities include but are not limited to:

  • Supervising the DHHS Compliance Team, the DHHS Fiscal team and the DHHS Budget team .
  • Preparing and defending of the DHHS operating and capital budget, which is now over $500,000,000, approving all transactions that have a budget or fiscal impact, and ensuring that revenues and expenditures of both grant and general funds are accurately recorded and projected .
  • Maintaining relationships with County Stakeholders including OMB and Department of Finance, as well as County Council Staff .
  • Coordinating fiscal policy for the department ensuring consistency and accuracy.
  • Supporting the Chief Operating Officer.
  • Performing other job-related duties as assigned

Minimum Qualifications

Experience: Seven years of progressively responsible professional experience overseeing fiscal operations; Compliance, Fiscal, and Budget areas. Position also requires three (3) years' experience which were in a supervisory or executive capacity.

Education: Graduation from an accredited college or university with a Bachelor’s Degree .

Equivalency: An equivalent combination of education and experience may be substituted.

Note: The term “executive” is further defined as a high-echelon or high-level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exert considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above).

Candidates With The Following Experiences Are Highly Desired

  • Government budgeting
  • Large budgets that exceed $350,000,000

Preferred Criteria, Interview Preferences

We will use interview preference criteria:

  • Experience working with budgets in excess of $350,000,000
  • Experience with government budgeting, auditing, and fiscal procedures.
  • Experience managing budget and/or fiscal teams of 5 or more
  • Experience explaining and defending budgets to elected officials
  • Experience working with state, federal and philanthropic grants
