This position serves as the Chief Financial Officer and Comptroller responsible for managing day-to-day county government operations of the Finance Department. This position is responsible for developing, monitoring and publishing the County’s budget. The CFO/Comptroller prepares contracts for goods and services for Board approval, directs County payroll processes and accounts payable procedures, directs the investment of County funds, produces the county’s Comprehensive Annual Financial Reports (CAFR) and advises the Board of Commissioners concerning all Financial/Budget related activity.



Knowledge required: Knowledge of public administration principles and practices and local government operations, The Code of Paulding County, and related local, state, and federal regulations and reporting requirements, grant program requirements, Knowledge of budget preparation principles, including accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines. Skills in strategic planning, management and supervision.


Minimum Qualifications: Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience. Ability to be bonded.

 



Preferred Qualifications: Experience with intergovernmental departments at federal and state levels. Knowledge of public administration principles and practices, management principles and practices, and application of federal and state laws, local ordinances and county rules and regulations. Knowledge of generally accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines. Knowledge and experience with state and federal financial reporting principles and producing Comprehensive Annual Financial Reports (CAFRs). Must be knowledgeable in financial forecasting, accounting principles, and financial data analysis, including, but not limited to preparing and analyzing revenue forecasts for budgeting and management decisions.


 

 

 

Position is non-Civil Service Department Head, subject to Chairman’s nomination and BOC’s confirmation; serves at the pleasure of the BOC. Salary range $112,557.71-171,269.86 commensurate with experience, qualifications, etc. and includes comprehensive benefits package.
