Director of Accounting (Syracuse)

DEPARTMENT: Finance, Central New York Regional Transportation Authority

STARTING SALARY: Grade 9 - $88,984 to $101,698

Note: Starting salary is determined by evaluation of experience and qualifications for the position and will be set at some point between this range.

JOB SUMMARY: The Director of Accounting plays a pivotal role in the oversight of budget and audit coordination, accounting operations, payroll administration, revenue operations, cash flow management, and compliance with governmental reporting requirements. The Director or Accounting has direct managerial responsibilities for four key team members: the Accounting Manager, Payroll Manager, Revenue Operations Manager, and Senior Accountant specializing in Grant Accounting.

MAJOR DUTIES:

1. Lead and foster professional growth among staff, setting departmental priorities and objectives.

2. Adhere to policies, state and federal laws, regulatory standards, accounting principles (GASB, GAAP, SAS), union agreements, and established policies.

3. Oversees the organization's accounting, revenue, grant, and payroll operations, ensuring compliance with federal, state, and local regulations and best practices.

4. Conduct secondary review and analysis of monthly, quarterly, and annual financial reports, including Statement of Revenues and Expenditures, Statement of Net Position, Cash Flow Statements, Reserve Statements, Investment Reports, and other supplementary data. These reports are presented to the Board for approval on a monthly basis.

5. Manage the oversight and review of the annual budgeting process, including the preparation of initial and final budgets, financial plans, and projections. These are reviewed with the AVP and VP of Finance, Executive Team, and the Board of Members.

6. Manage banking software and services for all Authority deposit accounts. Maintain and cultivate the banking relationships for the Authority.

7. Monitor cash flow and provide balance updates to the AVP and VP of Finance.

8. Oversight the annual fiscal year-end audit in collaboration with an Independent Audit Firm.

9. Responsible for Federal and State annual financial reporting (NTD & 17a), tax reporting, maintenance of financial and payroll systems, oversight of internal controls, and implementation of compliance procedures for the accounting and payroll departments.

10. Actively participate in the Internal Control Management team to update policies, procedures, and enhance current control documentation.

11. Offer support to the AVP & VP of Finance and the Executive Team when necessary.

12. Undertake projects and assignments as directed by the AVP of Finance.

KNOWLEDGE REQUIRED BY THE POSITION:

Education/Experience: Bachelor's Degree in Finance/Accounting or related fields, with 7-10 years of applicable experience required.

1. Comprehensive understanding of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB) standards and pronouncements.

2. Strong ethical awareness and a deep understanding of ethical requirements as they pertain to accounting, revenue collection, grant management, and purchasing functions.

3. Proficiency in the principles and practices of finance.

4. Knowledge and thorough understanding of internal control principles and practices.

5. Familiarity with transportation industry standards and practices.

6. Knowledge of union contract language.

7. Familiarity with payroll laws and regulations.

8. Knowledge of CNYRTA and department policies and procedures, including the ability to identify performance trends and establish general protocols to address them.

9. Familiarity with relevant state and federal laws and regulations.

10. Skill in managing long-term projects while overseeing daily operations.

11. Proficiency in managing and supervising positions at both supervisory and staff levels. Ability to effectively engage and communicate with all levels of management, including the Board of Members, as well as community and government leaders.

12. Strong analytical skills and the ability to compile financial data and perform mathematical calculations for financial analysis.

13. Capability to develop effective and concise written reports to accurately present information to the executive director and Board of Members.

14. Strong oral and written communication skills.
