Who we are:

Floyd County Head Start is a federally-funded, comprehensive Early Childhood program providing educational, health, nutrition, transportation, and family support services for children ages 1-5 years old and their families. Our services are available to the most at-risk populations in Floyd County. Qualifying families include families below the poverty line or receiving public assistance, homeless populations, unemployed families, and foster children. Our mission is to bring staff, community and families together to promote education, wellness, and self-sufficiency. We strive to help every family in our program reach their goals while empowering them be their child(ren)'s first and most important teacher!

Specific Responsibilities and DutiesPolicy and Procedure Area

Carry out goals, policies, and activities designed to implement Fiscal objectives and performance standards.
Responsible for the rules and regulations of the fiscal area of the Head Start and Early Head Start grants.
Implement new procedures and guidelines as they are regulated by the regional office.
Maintain accounting policy manual for Head StartBirth to Five.
Write/prepare the budget portion of the grant in conjunction with the Director.
Conduct wage surveys within the labor market to determine competitive wage rates; work with the Director and Human Resources to maintain current and accurate wage scales.
Work closely with the grantee’s Governing Body to ensure efficient program operations and coordination.
Prepare grant application and budget justification narrative in conjunction with Director, Policy Council, and Governing Body.
Oversee budget for technical assistance plan (T/TA).
Carry out goals, policies, and activities designed to implement program objectives and performance standards.
Oversee program fiscal operations in a manner consistent with the requirements of contractual agreements, laws, regulations, funding documents, and grantee’s policies and procedures.
Work closely with federal regional staff to ensure effective delivery of fiscal services and draw down requests.

Monitoring, Tracking, & Record-Keeping

Responsible for the development, record keeping, and reporting of policies and procedures, budgeting, administration, and implementation of the fiscal content area.
Ensure accuracy in PMS draw down requests with proper documentation.
Maintain a system to track and account for fixed assets and any other property acquired with federal funds, in accordance with Federal regulations.
Review performance of monthly bank reconciliation’s in a timely manner.
Perform monthly review of all transactions, including payroll, receipts, expenditures, and other general journal entries. Includes check preparation for payment of invoices, travel for check signatures and bank deposits.

Other Responsibilities

Complete credit applications and work with businesses in the community to establish credit accounts for Head StartBirth to Five.
In conjunction with director write/prepare the budget portion of the grant. Includes preparing budget pages of grant application and USDA contract.
Prepare all financial reports for the Head StartBirth to Five Program and submit to Regional Office and Grantor source.
Maintain contract with CPA firm to perform annual audit and submit to regional office by due date.
Maintain files for Davis/Bacon Act
Review current software and generated reports for potential improvements and the effectiveness of reports currently generated to facilitate audit and reports to grantor agencies.
Review reports and payroll checks generated by outside service for correctness, including but not limited to 941, quarterly unemployment taxes, bi-weekly payroll journal, W-2, monthly state tax reports, 990, IT35AR.
See that all contracts are updated yearly using the most qualified agencies or persons regarding Fiscal Services.
Solicit bids, which contain clear specifications and for insuring positive efforts are made to use small and minority-owned businesses.
Other related duties as assigned and explained by Director.

Supervision

Supervise 2 front office clerks by monitoring performance and all assigned job duties.

Qualifications

BA in Accounting, Business, Fiscal Management or related field required.
Experience with non-profit accounting methods required.
Familiarity with Federal Grant budget management preferred.
Experience in office procedures: computer skills a must.
Proficient at maintaining records and data/statistical information.
Ability to work with parents and community groups.
Ability to maintain the confidentiality of records and communications.
Must be flexible and work as a member of a cooperative team.
Ability to physically and safely transport a preschool child.
Ability to engage in multi-level thinking.

Schedule

All full time staff must work 36 hours per week with 4 flex hours that can be used if needed
Options for working hours include:
Monday-Thursday 7:00AM-4:00PM, Fridays as needed (some scheduled Fridays of 4 hours for all staff work days)
Monday-Thursday 7:30AM-4:30PM, Fridays as needed (some scheduled Fridays of 4 hours for all staff work days)
Monday-Thursday 8:30AM-4:30PM, Fridays 8:30AM-12:30PM
