Reporting directly to the Vice President of Operations & Finance/Chief Operations Officer, the Chief Financial Officer (CFO) is responsible for the comprehensive oversight of Rogue Community College’s financial operations. This includes leadership of Student & Vendor Financial Services, Accounting, and Auxiliary Services/Shipping & Receiving. The CFO provides strategic direction to ensure fiscal health, regulatory compliance, and financial transparency, aligning the College’s resources with its mission and long-term institutional goals. In this key executive role, the CFO supports RCC’s financial sustainability and operational excellence, empowering the College to serve its students and communities with integrity, innovation, and accountability.

Key Responsibilities

Lead institutional budget development, including oversight of zero-based budgeting (ZBB).
Ensure compliance with GAAP, GASB, and Oregon Local Budget Law.
Oversee financial reporting, audits, risk management, and internal controls.
Supervise and develop a high-performing finance team.
Manage student and vendor financial services with a focus on customer service and operational efficiency.
Contribute financial strategy and analysis to institutional planning and initiatives.

Minimum Qualifications:

Master’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
Five years of progressively responsible financial management experience, including at least three years in a senior leadership role in higher education, government, or a complex public-sector organization.

Preferred:

CPA, CMA, or CGFM certification.

Examples of Duties - Essential Functions

1. Supervision

Supervise and mentor finance staff, providing leadership, performance management, and professional development to ensure alignment with the College’s strategic priorities and operational objectives.
Monitor financial activities, ensure accuracy and efficiency, and uphold compliance with regulations and best practices through audits, policy reviews, and system evaluations.
Guide direct reports in financial decision-making, compliance, risk mitigation, and process improvements to ensure fiscal responsibility and operational efficiency.
Promote teamwork, innovation, and high-quality customer service within finance departments, enhancing efficiency and the overall user experience for students, employees, and stakeholders.
Stay current on financial regulations and best practices while providing ongoing training to staff on policy updates, compliance, and operational efficiency.

2. Budget

Lead institutional budget development, ensuring alignment with strategic goals, fiscal sustainability, and long-term resource allocation.
Oversee the institution’s zero-based budgeting (ZBB) process, ensuring data-driven financial decisions, efficient resource allocation, and alignment with institutional priorities.
Oversee adherence to state and federal budgeting laws, ensuring accurate reporting, public transparency, and timely submissions.
Develop revenue and expenditure projections, conduct scenario planning, and provide data-driven insights to support executive decision-making.
Facilitate budget discussions, ensure alignment with institutional priorities, and promote financial transparency with internal and external stakeholders.
Track budget performance, ensure spending aligns with approved limits, and provide financial reports to leadership for informed decision-making.

3. Financial Reporting & Compliance

Oversee adherence to GAAP, GASB, and state/federal financial regulations, ensuring robust internal controls and regulatory compliance.
Ensure accurate preparation and submission of financial reports, including ACFR, IPEDS, and CCFIS, while coordinating with auditors and regulatory agencies.
Oversee audit processes, ensure compliance and accountability, address findings, and implement corrective actions in collaboration with auditors and leadership.
Establish and maintain financial policies, procedures, and internal controls to mitigate risk, ensure compliance, and promote best practices.
Advise executive leadership and the Board of Education on financial strategy, risk assessment, and compliance through data-driven analysis and reporting.

4. Student & Vendor Financial Services

Ensure efficient, compliant management of student billing, vendor payments, and accounts receivable/payable operations in alignment with institutional policies and regulations.
Oversee student financial accounts in relation to, charges, billings, financial aid compliance, and refund policies, ensuring alignment with federal, state, and institutional regulations while supporting fiscal responsibility and student retention.
Ensure accurate, timely, and compliant disbursements by optimizing accounts payable processes, maintaining internal controls, and strengthening vendor relationships.
Collaborate across departments to maintain and enhance financial systems, streamline workflows, and improve automation for student and vendor transactions.
Develop financial education resources and improve customer service training to support student understanding of tuition, billing, and financial aid processes.

5. Institutional Initiatives & Financial Projects

Provide financial modeling, cost analysis, and resource alignment to support institutional initiatives and long-term fiscal goals.
Support budgeting, compliance, and resource allocation for grants, capital projects, and special initiatives to ensure financial feasibility and accountability.
Contribute data-driven insights to committees, accreditation workgroups, and governance initiatives to support informed financial decision-making.
Evaluate workflows, recommend efficiencies, and support system enhancements to optimize financial operations and automation. Assess financial risks, ensure regulatory compliance, and support proactive risk management for institutional initiatives and emerging financial considerations.

Screening Criteria

1. Minimum Qualifications

Education – a Master’s degree in Accounting, Finance, Business Administration, Public Administration or a related field is required.
Experience – a minimum of five years of progressively responsible experience in financial management, including a minimum of three years in a senior leadership role within higher education, government, or a similarly complex public-sector organization overseeing budgeting, financial reporting, compliance, and strategic financial planning

2. Preferred Qualifications

Certified Public Accountant (CPA), Certified Management Accountant (CMA), or Certified Government Financial Manager (CGFM) designation is preferred

For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

Additional Posting Information

This is a Managerial/Supervisory position in the Operations and Finance Department. Starting compensation will be based on Grade N of the salary schedule, in accordance with initial placement per the current Management, Administrative, and Confidential Employee Handbook. The compensation estimation below is based on the 24-25 salary schedule. Consideration of placement on the range will be provided based on related experience and educational achievement but generally not expected to exceed the midpoint of the range.
