Position Summary: The Office of Revenue Operations is responsible for federal, state and nongovernmental revenues to the New York City Public Schools (NYCPS). The Director of State Claiming assumes administrative responsibility for preschool special education revenue and for state formula-driven aids for school age public and charter school pupils. The Director will be overseeing two units, one responsible for submitting prekindergarten special education claims and one responsible for submitting school age pupil data for reimbursement. Combined these units recover $2.0 billion in state aid annually.
While this is not a technical position, the director must be able to understand system processes and to communicate business rules. The director must be highly organized and an effective communicator capable of sharing and receiving information with technical offices, such as Division of Instructional and Information Technology (DIIT), and must ensure that data reporting matches data requirements. The Director serves as the principal liaison to the New York State Education Department (NYSED) on claiming matters relating to their area of oversight. Performs related work.

Responsibilities
- Manage priorities in claims analysis and payment reconciliation.
- Ensure claims are submitted in a timely manner to meet mandated deadlines in a format prescribed by the state.
- Develop and implement policies to maximize cash flow to the City and the Department.
- Ensure that necessary technical modifications are compatible with NYSED and ORO requirements for collecting data that are used in the preparation and submission of claims to SED.
- Review, update and maintain projections for claiming that reflect changes in state aid, based on potential or projected changes in student demographics or state law.
- Respond to general inquiries from local and state oversight regarding claiming processes.
- Provide instruction to staff on special education revenues and receivables.
- Confer with administrative staff about planning and generating additional revenues for the department.
- Supervise integration of enrollment data for Charter schools’ general and special education students from the Office of Charter Schools into the SED claim portal.
- Manage work objectives for staff and alter existing tasks and functions to enhance productivity.
- Assess the technical capabilities of staff and initiate training when necessary.
Qualification Requirements:
Minimum
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
- An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
- A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
- A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
Preferred
- Proficiency in Microsoft Office 365 applications.
- Familiar with NYCPS applications such as ATS, CAP, SESIS and FAMIS.
Salary: $126,054 - $149,000
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
