Under the direction of the City Manager’s Office, the Chief Financial Officer (CFO) provides strategic leadership and hands-on financial management. The CFO is responsible for overseeing all financial functions, including accounting, budgeting, forecasting, debt and treasury management, purchasing, revenue collection, and financial reporting. This position is both strategic and operational, requiring a hands-on approach to daily financial activities while advising on long-term fiscal planning.

- Direct and oversee all financial activities of the City, including budgeting, financial reporting, accounting, internal controls, and auditing.
- Provide financial leadership, ensuring the City’s financial health and sustainability.
- Develop and implement sound fiscal policies, procedures, and internal controls.
- Prepare and manage the City’s annual budget, ensuring compliance with legal and regulatory requirements.
- Conduct financial forecasting, long-term financial planning, and risk management analysis.
- Oversee cash flow management, debt issuance, and investment strategies.
- Ensure compliance with Generally Accepted Accounting Principles (GAAP), state and federal regulations, and municipal finance best practices.
- Present financial reports, including the Annual Comprehensive Financial Report (ACFR), to the City Manager, City Council, and stakeholders.
- Provide financial guidance on capital improvement projects, economic development initiatives, and major expenditures.
- Manage and mentor finance department staff, ensuring professional development and efficiency.
- Collaborate with department heads to align financial strategies with operational goals.
- Manage cash flow, debt issuance, and investment strategies to maintain financial stability.
- Work closely with external auditors, financial advisors, and regulatory agencies.
- Attend City Council meetings and provide financial insights and recommendations.
- Lead and oversee procurement, purchasing policies, and contract negotiations.
- Performs other duties as assigned or needed.
Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field. At least seven (7) years of progressively responsible experience in municipal finance, accounting, or a related field, with at least five (5) years in a leadership or management role. Must possess a valid State of Texas Driver’s License and have the ability to pass a background check, and pre-employment drug screening.
Preferred Qualifications:- Master’s degree in Accounting, Finance, Public Administration, Business Administration, or a related field.
- Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), or Certified Government Finance Officer (CGFO) designation.
- Experience in a fast-growing municipality or managing financial aspects of economic development projects.
