Under general direction from the CSCHS-Chief Financial Officer (CSCHS-CFO), the CSCHS-Deputy Chief Financial Officer (CSCHS-Deputy CFO) oversees financial operations of one or more parts of the Health System. This role is critical in ensuring the fiscal integrity of the organization and maintaining compliance with public healthcare funding and regulatory requirements. The CSCHS-Deputy CFO provides leadership in accounting, financial planning and performance, budgeting, revenue cycle operations, managed care and supplemental directed payment revenues, and the management of financial staff, ensuring the Health System’s financial goals are met.

Considerable education, training, and experience to demonstrate the ability to perform the above tasks and possession and application of the knowledge and abilities listed below.
Note: The knowledge and abilities required to perform this function are normally acquired through attainment of a Bachelor's degree in accounting, finance, or business administration and approximately 5 to 10 years of responsible senior level experience managing staff and functions within the accounting department or financial administration in a complex health care organization. Experience within a teaching hospital and a CPA are highly desirable.
SPECIAL REQUIREMENTS:

Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver’s license prior to appointment and the ability to qualify for and maintain a County driver authorization.
Knowledge of:
-
Hospital financial and operational management and polices and procedures common to large health systems spanning multiple hospitals and outpatient facilities;

General and governmental accounting principles sufficient to oversee production of financial accounts; and
-
Laws and regulations governing public health care delivery organizations.
Ability to:
-
Manage and supervise the overall financial operations of a large public health care organization which includes teaching hospitals;

Supervise, support and improve the activities of key teams within Health System Finance including Accounting, Financial Planning and Performance, Budgeting, Managed Care and Supplemental Revenues, and Revenue Cycle Operations, and
-
Design and implement systems and processes including financial controls, financial and operational reporting, and performance management.
