Position Overview:
The Chief Financial Officer (CFO) for the Elizabeth School District will play a critical role in the financial management and strategic planning of the district. The CFO will oversee all financial activities, ensuring financial stability, accountability, and the effective use of resources to support educational excellence. This senior leadership position requires a visionary and experienced individual who will work collaboratively with the superintendent, district leadership team, and the Board of Education to develop and implement financial strategies that align with the district’s goals and objectives.
Key Responsibilities:
- Financial Planning and Strategy:
- Lead the development, management, and oversight of the district’s annual budget and long-term financial planning.
- Provide financial forecasting and strategic recommendations to the Superintendent, Board of Education, and other district leadership.
- Ensure that the district’s financial resources are effectively allocated to meet the educational goals and priorities of the district.
- Budget and Accounting Oversight:
- Oversee the preparation and administration of the district’s operating and capital budgets.
- Ensure that all financial transactions comply with state, federal, and local regulations, as well as district policies and procedures.
- Supervise the accounting and reporting of district funds, ensuring accurate and timely financial reporting.
- Provide regular financial reports to the Superintendent, Board of Education, and other stakeholders.
- Financial Reporting and Compliance:
- Ensure compliance with applicable financial laws, regulations, and accounting standards.
- Oversee the preparation and submission of all required financial reports to governmental agencies, auditors, and other stakeholders.
- Lead the preparation for internal and external audits and implement corrective actions when necessary.
- Risk Management and Internal Controls:
- Develop and implement financial controls and processes to mitigate risk and ensure the safeguarding of district assets.
- Oversee the district’s insurance policies, including liability, property, and workers’ compensation insurance.
- Ensure compliance with all financial policies and regulations related to the district’s operations.
- Cash Flow and Investment Management:
- Monitor the district’s cash flow to ensure liquidity for day-to-day operations.
- Manage district investments, ensuring compliance with investment policies and maximizing returns while minimizing risks.
- Team Leadership and Development:
- Lead and supervise the district’s finance team, including budget analysts, accountants, and other financial staff.
- Foster a collaborative and positive working environment and ensure staff development and training in financial best practices.
- Collaboration and Communication:
- Serve as a key advisor to the Superintendent, Board of Education, and district leaders on financial matters.
- Provide clear and effective communication regarding financial matters to stakeholders, including staff, parents, and the community.
- Collaborate with other district departments to align financial strategies with educational objectives.
Qualifications:
- Education:
- Bachelor’s degree in Accounting, Finance, Business Administration, or a related field (required).
- Master’s degree in Business Administration (MBA), Finance, or a related field (preferred).
- Experience:
- Experience in Financial management, with at least 3 years in a senior financial leadership role, preferably in a public sector or school district environment.
- Experience with budget preparation, financial reporting, and strategic financial planning.
- Proven experience in managing and developing financial teams.
- Skills and Knowledge:
- Strong knowledge of financial regulations, accounting principles, and school district finance practices.
- Excellent analytical, problem-solving, and decision-making skills.
- Proficient in financial software and Microsoft Office Suite; familiarity with school district financial systems is a plus.
- Strong leadership, communication, and interpersonal skills.
- Ability to work effectively under pressure, prioritize tasks, and manage multiple projects.
