Why does the job exist?
The New Mexico Department of Public Safety (DPS), Administrative Services Division (ASD), is seeking an experienced Chief Financial Officer. This role involves developing and implementing long-term financial strategies, overseeing budget management including state and federal funds, and ensuring compliance with financial regulations such as GAAP and GASB. The CFO will supervise accounting and financial transactions, establish policies, procedures, and internal controls for accounting, general ledger, and grant management. This position will engage with stakeholders, including state and federal agencies. Additional responsibilities include policy development, leadership, staff management, and strategic planning. The ideal candidate will play a vital role in safeguarding the agency's financial health, driving strategic financial planning, and supporting the mission to enhance public safety in New Mexico.
How does it get done?
The key responsibilities include but are not limited to:
- Compliance and Budget Management: Ensure the organization's $180 million budget is used lawfully and efficiently in compliance with all legal and regulatory requirements.
- Policy and Procedure Development: Develop and implement policies, procedures, and internal controls for accounting, general ledger, and grant reporting.
- Audit Coordination: Lead the coordination of required annual audits, acting as the liaison between external auditors and internal staff to facilitate a smooth and efficient audit process.
- Performance Oversight: Oversee the work of management staff within each Bureau by setting and directing performance evaluation expectations.

Minimum Qualification
A Master's degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Employment is subject to a pre-employment background investigation and fingerprinting in accordance with all terms and conditions of federal and state law, rules and regulations; and is conditional pending results. Continued employment is contingent upon remaining felony free, per Section 5.12.1.1 of the Criminal Justice Information Systems Security Policy.
In addition, the selected candidate must possess and maintain a valid driver¿s license and a current Defensive Driving Certificate from the State of New Mexico; or pass and receive the Defensive Driving Certificate within six (6) months of date of hire.
Working Conditions
Work is performed in an office setting with exposure to Visual Video Display Terminal (VDT), extensive personal computer and phone usage, and extended periods of sitting. Must be able to lift 25 lbs. Working conditions for individual positions in this classification will vary based on each agency's utilization, essential functions, and the recruitment needs at the time a vacancy posted.
