Position Title: Chief Financial Officer

JOB SCOPE:
The Chief Financial Officer is responsible for providing leadership and support to the administrative and corporate functions and for management of municipal finances and all financial functions. The incumbent reports directly to the Chief Administrative Officer in the daily operations of the Municipality.
MAIN FUNCTIONS
- Liaise with and make recommendations to the Chief Administrative Officer on corporate priorities and policies, bylaws, etc. to achieve objectives and improve department operations.
- Oversee the preparation and administration of the budget.
- Research and provide information on financial implications and making recommendations for all background requests presented to Council.
- Ensure that the Municipality maintains public sector accounting compliance.
- Authorize entering into agreements and contracts as per policy.
- Assist the Chief Administrative Officer in the development of departmental related policies and bylaws; provides input on legislative requirements.
- Ensure compliance with legislation, regulations, policies, procedures and guidelines.
- Ensure that appropriate operational systems, practices and procedures are in place.
- Analyze proposed provincial and federal legislation as it affects the Municipality.
- Advise the Chief Administrative Officer on risk management issues.
- Coordinate preparation of financial forecasts.
- Ensure adherence to Code of Conduct.
- All other duties as assigned by the CAO.
MINIMUM QUALIFICATIONS:
- Chartered Professional Accountant Designation.
- A minimum of 5 years’ experience in municipal management or senior management operations.
- Expertise and understanding of Municipal Government Acts, bylaws, policies and procedures.
- Expertise with municipal finances, budgets, fixed assets, investments, insurance policies and vehicle registration.
- Experience working with SAP would be considered an asset.
- Criminal Records Check verification is required as a condition of employment. Vulnerable sector check may also be required for those working with vulnerable populations.
- Medical assessments including but not limited to physical, vision, and hearing tests may be required. The assessments must show the capacity of performing tasks of the classification. This will take place at a later date.

- Ability to interact well with, and respond to inquiries from employees, management, Council and Ratepayers.
- Ability to work collaboratively, ensuring interpersonal skills contributes to effective team functioning and performance.
- Ability to prioritize and manage time constraints.
- Ability to interpret, implement and adhere to organizational policies and procedures.
- Proficiency with Microsoft Word, Excel and PowerPoint.
