About the Agency:
The Virginia Department of Military Affairs State Team provides professional and responsive state support functions to the Adjutant General of Virginia, the Virginia National Guard, the Virginia Air Guard, and the Virginia Defense Force in order to ensure their ability to support and defend the United States and the Commonwealth of Virginia.
This position is based out of the Defense Supply Center Richmond (DSCR) in Richmond, VA, and will be required to travel to the Blackstone, VA office (appx. 1 hour away from DSCR) 2-3 times per week. This position requires the selected applicant for hire to complete a Statement of Economic Interest.
The Chief Financial Officer (CFO) is responsible for planning, organizing, and directing all major areas related to agency fiscal management to include, but not limited to:
- Budget development and operation
- Auditing
- General accounting
- Payroll
- Procurement
- Financial reporting and forecasting
- Fixed assets
- Property accountability
- Tuition Assistance Program
- Cooperative Federal Agreements (CFA’s)
Telework for this position is limited to emergency circumstances only. The incumbent of this position will be expected to report to either the Blackstone, VA or Richmond, VA office Monday through Friday on a standard 8-hour/day schedule.
Minimum Qualifications
Management-level financial experience including budget/resource analysis, procurement, financial planning and forecasting, grants management/cooperative agreements, and fiscal administration required;
Ability to plan, direct, implement, and monitor Federal/State programs and report on the results of such programs in a timely and accurate manner;
Must be able to develop and maintain professional relationships, specifically with executive-level leadership;
Demonstrated ability to supervise and direct the work of managers and others to ensure appropriate guidance/directions are given and the workload is delegated in an efficient and effective manner;
Ability to communicate effectively, both verbally and in writing, with diverse groups of people;
Ability to interpret complex rules and regulations;
Ability to analyze problems and develop logical conclusions;
Working knowledge of accounting principles, auditing standards, procurement, grants management, and regulatory compliance;
Basic knowledge of payroll and time and attendance operations;
Valid Driver's License with acceptable driving record required;
Must be willing and able to travel, occasionally overnight.

Comprehensive knowledge of DMA’s mission, the administrative environment in which the agency functions in order to ensure compliance with the rules, regulations, and policies governing the agency’s programs.
