Business Manager / CFO / Controller
Salary: $100,000-$125,000 annually

Position Overview
Our municipality is seeking an experienced, forward-thinking Business Manager/CFO/Controller to serve as the chief financial leader for our local government operations. This high-impact role is ideal for a seasoned professional who can hit the ground running, assume ownership of existing financial processes, and guide the municipality toward long-term fiscal stability and operational excellence.
The successful candidate will oversee all financial activities—including budgeting, accounting, reporting, treasury management, and compliance—while providing strategic guidance to leadership. This position requires exceptional judgment, strong municipal finance knowledge, and the ability to work collaboratively across departments.
Key Responsibilities
Financial Leadership & Strategy
- Serve as one of the municipality’s financial officers and financial advisor to leadership.
- Develop, implement, and maintain short- and long-term financial strategies.
- Manage annual operating and capital budgets, forecasting, and multi-year financial planning.
Accounting & Reporting
- Oversee accounting functions, including general ledger management, accounts payable/receivable, payroll, and purchasing.
- Ensure timely and accurate monthly, quarterly, and annual financial statements.
- Maintain compliance with GASB standards and applicable state/federal reporting requirements.
- Lead annual audit preparation and coordinate with external auditors.
Treasury & Cash Management
- Manage cash flow, banking relationships, investments, and debt service obligations.
- Monitor and optimize fund balances and reserves.
Compliance & Internal Controls
- Develop, implement, and maintain strong internal controls.
- Ensure compliance with municipal policies, state and federal regulations, grant requirements, and procurement laws.
- Oversee risk management and insurance programs.
Process Improvement & Operational Efficiency
- Review existing processes and systems; identify opportunities for modernization and efficiency.
- Implement new or updated procedures that enhance accountability, transparency, and accuracy.
- Utilize technology and software to streamline financial operations.
Collaboration & Leadership
- Work closely with department heads to support informed decision-making.
- Present financial information, reports, and recommendations to elected officials and stakeholders.
- Supervise and mentor finance or administrative staff as applicable.
Qualifications
Education & Experience
- Bachelor’s degree in Accounting, Finance, Public Administration, Business Administration, or related field required.
- CPA, CGFO, or similar professional certification preferred.
- Minimum 5–7 years of progressive experience in financial management, accounting, or municipal finance.
- Prior government or public sector accounting experience strongly preferred.
- Demonstrated experience managing budgets, audits, and financial operations.

Compensation & Benefits
- Annual Salary: $100,000-$125,000
