The Chief Financial Officer will direct and oversee the financial operations of the organization, direct the preparation of financial reports and summaries, create forecasts predicting future growth, and manage other activities including business planning, budgeting, forecasting and negotiations.

Bachelor’s degree in Accounting or Business Administration with an accounting concentration required.

A minimum of 4 years of progressively responsible experience in accounting and experience working with Federal Accounting Policies and non-profit organizations.

Certified Public Accountant (CPA) license preferred.

Must have knowledge in the following areas: generally accepted accounting, auditing principles and practices; healthcare finance and cash management including third party reimbursement; and Federal guidelines regarding budget and grants management.

Requires understanding of financial reporting; ability to analyze and present financial data; and knowledge of automated accounting and billing systems.

Ability to establish and maintain positive and productive relationships with diverse groups of health professionals and other staff.

Develop and implement internal controls that comply with generally accepted accounting principles to safeguard the assets of ESRHS.

Plan, coordinate, manage and direct all financial operations including accounts payable, accounts receivables, billing, payroll, auditing and general ledger.

Develop, implement and revise accounting systems and financial policies and procedures.

Train and onboard new employees and ensure they understand their roles and performance expectations.

Supervise employees' day-to-day performance and access quality of work. Provide recognition/reward for progress and feedback for improvement. Responsible for completing appraisals, competencies and checklists.

Provide regular feedback to employees, both positive and constructive, and support and help them with career advancement.

Work collaboratively with Human Resources in the interview and selection process.

Assist with employee retention by participating actively in planning and preparation for special events and/or projects arising from committees such as the Morale or Personnel Committees.

Oversee general accounting to ensure financial transactions are recorded accurately, timely, and in accordance with requirements set forth by applicable laws and regulatory agencies such as the Bureau of Primary Healthcare.

File all reports to include UDS report, Financial Status Report, Medicare and Medicaid Cost reports accurately and timely.

Design and produce reports to provide management, Board, external parties and staff accurate and complete financial data. Serve as liaison between management and Board Finance Committee.

Work in conjunction with CEO and Senior Leadership Team to plan and finance growth of ESRHS.

Provide needed data and cost analysis to assist Senior Leadership Team in decision-making, strategic planning and financial viability.

Plan and monitor cash requirements and drawdowns of federal funds.

Identify potential revenue enhancements and cost savings to improve financial viability.

Coordinate annual audit and financial aspects of operational surveys/audits.

Prepare budgets, assist with preparation of grants and complete funding requirements to maintain ongoing support.

Participate in the writing of the 330 grant and monitor progress towards stated goals.

Responsible for filing of quarterly payroll returns, annual tax returns, W-2’s, 1099’s, payroll taxes and related liabilities as required by Federal and State Law.

In conjunction with CEO, administer ESRHS Retirement Plan.

In conjunction with the Senior Leadership Team, assist in the administration of budget, policies, plans, programs, and proposals that will further the goals and objectives stated in the 330-grant application and HRSA program.

Serve as a member of the Senior Leadership Team.

Participate in ESRHS-sponsored programs.
-
All other duties and tasks as directed by the Chief Executive Officer.
