Position Summary
The Chief Financial Officer (CFO) is responsible for leading and overseeing all financial operations of a College Preparatory in compliance with the financial, tax, and labor regulations of Puerto Rico. This role ensures financial integrity, transparency, sustainability, and full compliance with the Department of Education of Puerto Rico (DEPR), Puerto Rico Treasury (Hacienda), and applicable federal funding requirements.
The CFO serves as a strategic partner to executive leadership and the Board, providing financial guidance and leadership. This position also leads all grant identification, applications, management, and compliance to strengthen the organization’s financial stability and growth.
Key Responsibilities
Financial Strategy and Leadership
- Develop and implement financial strategies aligned with PCP’s mission and long-term goals.
- Advise the CEO and Board on financial sustainability, risk management, and strategic investments.
- Prepare financial models and projections to support organizational growth and operational planning.
Budgeting, Forecasting, and Financial Planning
- Lead the preparation of the annual operating and capital budgets.
- Monitor financial performance against budgets and recommend corrective actions.
- Prepare cash flow forecasts and long-term financial projections.
- Align financial planning with academic and operational priorities.
Accounting and Financial Reporting
- Oversee all accounting operations, including general ledger, accounts payable, accounts receivable, and reconciliations.
- Ensure accurate and timely preparation of monthly, quarterly, and annual financial statements.
- Maintain compliance with GAAP and internal financial policies.
- Ensure proper financial documentation and record retention.
Grants Management and Development
- Identify, research, and evaluate federal, state, and private grant opportunities applicable in Puerto Rico.
- Lead and manage the full grant application process, including budgets, financial narratives, and compliance documentation.
- Serve as the primary financial contact with grantors and funding agencies.
- Ensure proper tracking, allocation, and reporting of grant funds.
- Monitor deadlines, compliance requirements, and grant performance.
- Prepare financial reports for grant renewals, reimbursements, and audits.
- Maintain a comprehensive grants calendar and internal tracking system.
- Collaborate with academic and administrative teams to align grants with programmatic needs.
DEPR and Charter School Funding Compliance
- Ensure compliance with all DEPR financial and funding requirements for charter schools.
- Oversee billing, reconciliation, and reporting of DEPR funds.
- Maintain audit-ready documentation for all education-related funding.
- Ensure compliance with Title I, Title II, and any federal pass-through funds administered through Puerto Rico.
Puerto Rico Treasury (Hacienda) and Tax Compliance
- Oversee compliance and filings with Puerto Rico Treasury including, but not limited to:
- SURI filings and payments
- Ensure timely and accurate submission of all required tax reports and payments.
Payroll and Puerto Rico Labor Law Compliance
- Oversee payroll processing in compliance with Puerto Rico labor laws.
- Ensure compliance with Act 80 (Wrongful Termination), Act 148 (Christmas Bonus), and vacation and sick leave regulations.
- Oversee employer contributions to CFSE, SINOT, and other required agencies.
- Ensure payroll systems align with employee contracts and local requirements.
Cash Management and Internal Controls
- Manage organizational cash flow and banking relationships in Puerto Rico.
- Establish and enforce strong internal controls and financial policies.
- Protect organizational assets and reduce financial risk.
Audit and Regulatory Compliance
- Coordinate annual external audits and act as the primary liaison with auditors.
- Ensure compliance with federal, state, and Puerto Rico regulatory requirements.
- Maintain audit readiness for all financial and grant-related records.
Team Leadership and Development
- Supervise, train, and mentor finance and accounting staff.
- Establish efficient workflows, systems, and accountability measures.
- Promote accuracy, integrity, and continuous improvement in financial operations.
Vendor and Contract Financial Oversight
- Review and manage financial terms of vendor contracts and service agreements.
- Monitor financial compliance and negotiate terms when necessary.
Qualifications
Education
- Bachelor’s degree in Accounting, Finance, Business Administration, or related field required.
- Master’s degree preferred.
- CPA, CMA, or equivalent certification strongly preferred.
Experience
- Minimum of 7 to 10 years of progressive financial leadership experience.
- Required experience working with Puerto Rico financial systems, Treasury requirements, and labor regulations.
- Experience in education, charter schools, nonprofits, or government-funded programs in Puerto Rico strongly preferred.
- Proven experience in grants management, audits, and financial compliance.

Job Type: Full-time
Pay: $65,000.00 - $70,000.00 per year
