Chief Financial Officer / Treasurer

The Town of Saint Andrews is seeking a highly skilled Chief Financial Officer / Treasurer to lead the municipality’s financial and accounting functions and to provide strategic financial advice to Council and senior leadership.
The Role
The Treasurer serves as the Chief Financial and Accounting Officer for the Town of Saint Andrews and is responsible for the accuracy, integrity, and timeliness of all financial information. Appointed by and accountable to Council under Section 71(1) of the Local Governance Act, the Treasurer acts as a key advisor to Council and its committees on all matters related to finance and accounting.
Key Responsibilities
Treasurer Functions
- Maintain municipal bank accounts and act as custodian of all financial records
- Prepare and submit periodic financial statements to Council
- Prepare year-end financial statements and submit audited results to Council
- Ensure appropriate insurance coverage to protect the municipality from financial risk
- Advise Council and committees on all financial and accounting matters
- Manage the municipality’s financial affairs to ensure fiscal sustainability and compliance
Chief Financial Officer Functions
- Manage accounting and financial reporting functions, including supervision of one accounting staff member
- Establish and maintain internal controls in accordance with GAAP and applicable standards for New Brunswick municipalities
- Complete month-end reconciliations and prepare monthly financial reports
- Ensure compliance with Canada Revenue Agency, New Brunswick Department of Finance, WorkSafeNB, and other regulatory bodies
- Coordinate with external auditors and support the annual audit process
Budgeting & Financial Analysis
- Assist the CAO in preparing the annual five-year operating and capital budgets for approval by Council
- Monitor and analyze budget expenditures and variances in collaboration with department heads
- Enforce purchasing policies and regulations as directed by Council
Community & Organizational Development
- Collaborate with the CAO and senior management on initiatives that support community development, including:
- Grant applications
- Economic development initiatives
- Financial management of capital asset projects
Qualifications
Education & Experience
- Bachelor’s degree or post-secondary diploma in Accounting, Finance, Business, Economics, or a related field
- CPA designation considered an asset
- Experience in public sector or municipal finance considered an asset
- Project management experience involving multiple internal and external stakeholders is considered an asset, along with knowledge of business and management principles related to strategic planning, resource allocation, and organizational leadership
Skills & Competencies
- Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook) and the ability to learn and use other computer systems
- Strong financial analysis, reporting, and budgeting skills
- Ability to communicate clearly in writing and in group settings
- High level of discretion and confidentiality
- Strong organizational and project management skills
- Ability to interpret and apply municipal, provincial, and federal legislation
- Proven ability to manage competing priorities and high-pressure situations
