Job Summary
The Tribal Chief Financial Officer (CFO) is responsible for overseeing and directing the financial operations of the tribe, ensuring sound fiscal management, and maintaining the financial health of the tribe’s various programs and enterprises. The CFO leads the finance team in managing accounting, budgeting, financial planning, and reporting, and ensures compliance with federal, state, and tribal regulations.
Job Responsibilities
- Development, analysis, and interpretation of statistical and accounting information in order to appraise operating results in terms of profitability, performance against budget, and other matters bearing on the fiscal soundness and operating effectiveness of the organization.
- Maintain complete and systematic accounting of fiscal records for programs and accounts of the Tribe, recommending new or modified systems to provide complete and accurate financial and statistical reporting.
- Develop and implement Tribal fiscal policies and procedures.
- Prepare reports based on past, present and projected operations.
- Prepares financial worksheets, reports, and projections that outline the Tribes financial position needed for quarterly and annual tax filings.
- Prepare budget and financial forecasts, maintain and plan control procedures, including the cost accounting system, and analyze and report variances.
- Determine depreciation rates to apply to capitalized items and advise management on desirable operation adjustments.
- Maintain full transparency regarding the tribe’s financial performance.
- Delegating responsibilities and supervising the financial department.
- Conducting performance evaluations and providing feedback and development opportunities.
- Training, motivating, and coaching the financial department.
Skills & Qualifications
- Proven experience as a CFO or senior financial executive with extensive supervisory experience; preferably in tribal environments.
- Master’s degree in Accounting
- 7-10 years of progressively responsible management and supervisory experience.
- Knowledge of federal programs and financial and procurement regulations.
- Risk management and financial modeling.
- Knowledge of MIP Accounting Software
- Strong computer accounting skills.
- Leader of financial planning and analysis.
- Strategic planning and critical thinking
- Excellent written and verbal communication.
Physical Demands
- Sitting for extended periods of time
- Repeat movements of fingers, hands, and wrists.
- Occasionally requires stooping, kneeling, and crouching.
Special Requirements
- Possession of a valid and appropriate California Driver’s license.
- Preference given to qualified Native America Indians under the Federal Indian Preference Act, (43 CFR, 17.3 (d)). Applicants calming Indian preference must submit verification of Indian Heritage, certified by the tribe of affiliation or other acceptable documentation.
