Job Summary:
Under the direction of the CEO, the Chief Financial Officer is responsible for oversight of the agency’s financial operations and general administrative services. This role ensures accurate accounting and financial reporting in compliance with GAAP, oversees the development and monitoring of the organizational budget, manages billing and receivables, and ensures the agency's fiscal health. The Finance Director supervises the Accounting Clerk and provides accounting services to affiliated entities including the CROSSROADS Foundation.
This position serves on the Senior Leadership Team and participates in strategic planning, financial forecasting, grant reporting, and annual audits, while also ensuring compliance with internal policies and external funding agency requirements.
- ESSENTIAL DUTIES AND RESPONSIBILITIES:
Financial Management & Reporting
- Prepare, analyze, and present monthly, quarterly, and annual financial statements.
- Maintain the accounting system in compliance with GAAP and agency policies.
- Oversee general ledger entries, reconciliations, journal entries, and financial close processes.
- Provide budget development and fiscal monitoring across departments; assist with department-specific budgets.
- Coordinate billing and ensure timely submission to funders (e.g., Medicaid, grants, HCBS).
- Monitor receivables, manage collections, and oversee cash flow.
- Ensure timely drawdown of state and federal funds.
- Produce specialized financial reports to support strategic planning and decision-making.
- Ensure completion of required reports (e.g., CRIS, FSR, DOL certifications, unclaimed checks to Iowa Treasurer).
- Provide accounting services to the CROSSROADS Foundation and other affiliated programs.
Audit & Compliance
- Act as liaison to external auditors and prepare all required audit documentation.
- Ensure compliance with funding agency requirements and applicable regulations.
- Maintain confidentiality and adhere to HIPAA and Corporate Compliance standards.

Requirements
ADDITIONAL DUTIES AND RESPONSIBILITIES:
Human Resources & Administrative Oversight
- Support the HR Director/Compliance Officer in managing employee benefits, payroll, policies, and compliance.
- Provide fiscal analysis related to compensation, benefits, and employee-related costs.
- Review payroll and ensure accurate tax filings and employee compensation.
- Collaborate with the CEO on succession planning and staff development.
Leadership & Strategic Planning
- Participate as an active member of the Senior Leadership Team.
- Attend CROSSROADS, INC and Crossroads Foundation meetings and present financial data and budget updates as needed.
- Provide fiscal consultation on new initiatives and business ventures.
- Support the agency’s long-range planning, corporate outcomes, and strategic goals.
Supervisory Responsibilities
- Directly supervise the Accounting Clerk(s).
- Provide performance evaluations, coaching, and development opportunities.
- Ensure departmental collaboration and high professional standards.
Other Responsibilities
- Maintain accurate records and filing systems for finance, HR, and administrative operations.
- Oversee purchasing processes and office supply inventory.
- Represent CROSSROADS, Inc. in the community as needed.
- Perform other duties as assigned by the CEO.
Minimum Qualifications
Education: Bachelor’s degree in accounting required; CPA or MBA preferred.
Experience
- Previous accounting and leadership experience, preferably in a nonprofit or healthcare setting.
- Experience in not-for-profit accounting and familiarity with government funding, Medicaid, and GAAP compliance.
- Excellent written and verbal communication skills, with the ability to explain complex financial concepts to non-financial staff.
- Experience in supervising staff and working collaboratively with leadership teams.
Knowledge/Skills/Abilities
- Ability to meet physical and mental requirements necessary to perform all functions of position.
- Ability to maintain confidentiality.
- Communication and relational skills to interact in a professional manner with parents, guardians, staff, and clients.
Technology/Equipment: Strong knowledge of QuickBooks, Microsoft Office (Excel, Word, Outlook), and payroll/tax software.
Physical Demands: Must be able to see, hear, and communicate clearly. Must have a valid driver’s license and meet insurability requirements. Ability to lift up to 40 pounds occasionally.
