Our client is a large, mission-driven nonprofit organization located in Western New York dedicated to providing high-quality programs, services, and community support. The organization operates multiple programs and service lines and maintains a strong commitment to financial stewardship, operational excellence, and long-term sustainability. Chief Financial Officer ( CFO )
FUNCTION:
- Supports and enhances objectives, activities, and efforts aimed at ensuring financial stability and growth of the organization.
- In close collaboration with the Chief Operating Officer, provides leadership and support to ensure the organization is Mission Focused, maximizes operating performance, adheres to sound business and quality practices, and ensures regulatory compliance.
- Participates in short- and long-term strategic planning, supports the development of policies and procedures, ensures a healthy work culture, and provides agency-wide support and guidance in assigned areas.
- Positively represents the organization at all times.
- Serves as Executive Liaison for the following Directors/Departments:
o Finance and Accounting
o Purchasing
o Risk Management
IDENTIFIED KEY COMPETENCIES:

DUTIES:
Serve as an advisor to the Chief Operating Officer by initiating and directing analysis which serves as the basis for fiscally sound recommendations and planning including but not limited to the following:
Reimbursement/Funding Mechanisms
- Analysis of the financial implications of new reimbursement mechanisms.
- Keep abreast of changing environments in reimbursement.
- Work in collaboration with program management to explore alternative means for funding program expenditures.
Expense Analysis:
- Provide a system which provides on-going monitoring of the Agency’s expenditures,
- Provide ongoing evaluation of the financial impact of staff benefit program and prepare analyses and recommendations to the Chief Operating Officer,
- Work in collaboration with the Senior Leadership Team in the development and preparation of business plans
- Initiate, develop and direct systems which provide proper planning to ensure long-term financial stability in current programs and services as well as fund growth opportunities. Oversee and direct annual budget process for the agency and its affiliates
- Oversee standard practices related to accounting and administrative procedures ensuring compliance with mandated fiscal regulationsand Agency Policies.
- Ensure adequate internal control systems for the safeguarding of all of the Agency’s assets.
- Implement sound treasury practices which provide the financial resources to ensure that the working capital needs of the Agency are met.
- Act on behalf of the Agency as a liaison and primary negotiator with Bankers and, Financial/Investment Advisors.
- Review and recommend contracts for approval.
- As a member of the organization’s collective bargaining team, participates in negotiating collective bargaining agreements with union representatives that meet the needs of employees covered by the bargaining unit while enabling the agency to continue to recruit and retain qualified staff in a fiscally responsible manner consistent with the agency’s funding and reimbursement mechanisms.
- Serve as the Executive Director’s liaison to the Finance Committee of the Board of Directors, responsible for providing for a system of communications with the committee through meetings, agendas, minutes, memorandum, etc. and to prepare reports as required by the Executive Director.
- Serve in conjunction with the Executive Director as Trustee of Agency Retirement Funds.
- Conduct and/or supervise special projects or activities and assume other related duties as assigned by the Executive Director.
SUPERVISORY:
Responsible for the administrative supervision of assigned staff, including but not limited to:
- Hiring, firing, discipline, performance evaluation, in-service education, training, development and support, and ensuring that there is an adequate number of staff to fulfill assigned responsibilities.
- Conducts staff meetings as needed or assigned.
- Ensure the competency and professionalism of assigned staff.
- Ensures that all services provided by the department adhere to federal and state laws and regulations governing personnel administration and policy and procedure.
ADMINISTRATIVE:
- Initiates and supports initiatives to improve the quality, effectiveness, and efficiency of operations and services.
- Prepares, implements and monitors business, operational, and financial plans to ensure financial stability in assigned areas of responsibility. Operates assigned operational programs and initiatives in a fiscally sound manner. Creates, reviews and adheres to annual budget for assigned operational programs.
- Assists in the facilitation of pertinent communication and information sharing, both within and outside of the organization.
- In association with the Designee (Chief Executive Officer or Chief Operating Officer), provides executive guidance, support and oversight for assigned areas of responsibility, including but not limited to: service provision, Quality Management, and business operations, as follows:
- All activities dedicated to providing direct services and supports to individuals supported.
- Work groups supporting the workforce such as labor management, personnel administration, recruitment, and staff education and advancement.
- Providing support, technology, and organizational infrastructure such as quality assurance and quality improvement, risk management and communications.
- Responsible for marketing, promotion, branding, resource development, and advocacy in assigned areas of responsibility.
- In association with the Designee (Chief Executive Officer or Chief Operating Officer), supports and facilitates a system of regular communication and reporting of various matters to the Board of Directors and Board Committees.
- Supports agency operations by conducting regular site visits to various locations to be accessible to the staff and clients of to support and appreciate accomplishments, facilitate communication, and identify opportunities for positive improvement.
DIRECTION AND PLANNING:
In conjunction with the Chief Operating Officer and other management staff, the CFO is responsible for:
- Participating in the development, approval and implementation of long-term strategic planning and objectives.
- Assisting with the development, implementation and monitoring of corporate outcomes, management objectives, measures and prototypes in the areas of Customer Satisfaction, Workforce Development, Financial, Process Improvement and Customer Outcomes.
- Development, review, implementation and execution of policies and procedures, as approved and authorized by the Board of Directors and/or the Executive Director, and in close collaboration with the management team.
- Supporting and facilitating the development and growth of operations and services in the various environments.
- Working in conjunction with the Executive Director and other senior management in the development and preparation of business plans to be submitted for review and/or approval by the Board of Directors.
- Working in conjunction with the Executive Director to fulfill the mission by utilizing, leveraging, and supporting collaborative relationships, partnerships and transactions.
OTHER DUTIES: All other duties assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Must possess excellent interpersonal and written/oral/presentation skills, including the ability to relate to and communicate with diverse stakeholders including customers, family members, peers, staff, Board of Directors, governmental personnel, agency personnel, regulatory entities and the community at large.
- Comprehensive knowledge of Generally Accepted Accounting Principles, modern business practices and procedures, including federal, state and local laws, in assigned area of responsibility.
- Strong analytical skills with the ability to interpret and synthesize data, identify trends, problem solve, and develop and oversee the implementation of action plans.
- Must possess proven initiative and sound judgment and abide by governing principles consistent with the organization’s mission and values.
- Demonstrated adaptability and flexibility, including willingness to travel and work non-traditional hours as needed to carry out assigned responsibilities.
- Physical condition or reasonable accommodation(s) commensurate with the demands of the job.
MINIMUM QUALIFICATIONS:
- Master’s Degree and five (5) years of experience and licensure as a Certified Public Accountant or similar work experience.
- Experience must be management level in a setting comparable in scope and complexity to the organization.

- PC, E-mail, Financial Accounting Software, HRIS, Purchasing Systems, etc.
SALARY:
- Base salary for this direct hire position will be commensurate with experience in the $190,000-200,000 range based on education, certifications, licensure and other factors unique to each candidate relative to position / scope related components.
