About The Division
In Turtle Mountain School Division, the students are the focus of all our efforts. The Division strives to provide an education that prepares individuals for a meaningful life in a changing world. Located in beautiful southwestern Manitoba, the Division supports more than 250 dedicated employees delivering quality education to over 1,100 students across four Hutterian schools, one K-8 school, two K-12 schools, and two Adult Education Centres.
Turtle Mountain School Division’s Senior Administration team consists of a Superintendent/CEO, Assistant Superintendent of Student Services, Supervisor of Transportation and Maintenance, and a Secretary-Treasurer/CFO. The Secretary-Treasurer serves as the Division’s Chief Financial Officer and is a key member of the Senior Administration team. They report to the Superintendent/CEO and work closely with the Board of Trustees to set the financial direction of the Division and provide strategic leadership and oversight of its $18M operational budget.
Key Responsibilities
- Responsible for all financial operations of the Division, including financial reporting, budget process management, accounting, accounts payable, payroll, oversees major purchasing and financial aspects of capital projects, develops and supports financial policies and procedures, and implements financial directives.
- Ensures all financial and business affairs of the Division are managed in compliance with legislation, Board policy, and principles of responsible financial management.
- Prepares annual budgets and audited financial statements, integrates the budget process with the overall business plan and provides overall guidance and direction in the development and application of organizationally aligned financial strategies.
- Appraises the Division’s financial position, issues periodic financial and operating reports to the Board of Trustees, which includes attending Board meetings and presenting financial operations, activities and other areas of interest to the Board, senior administration, and school administrators.
- Establishes, monitors and audits controls and procedures to safeguard assets and maintain the integrity of information systems and financial reporting.
- Oversees enterprise risk management, including privacy, compliance, and business continuity.
- Manages all property records, insurance, and liability coverages, as well as vendor relationships, service contracts and partner agreements.
- Supervises finance and payroll staff.
Qualifications & Experience
- Chartered Professional Accountant (CPA) designation; a combination of education and experience may be considered.
- Minimum of 5 years of progressive experience in accounting or finance, preferably within the public sector.
- Demonstrated proficiency in financial/business analysis, reporting and knowledge of payroll systems
- Proven ability to lead, manage and develop teams.
- Strong organizational skills, with the ability to manage multiple priorities and meet deadlines.
- Excellent interpersonal and communication skills, with the ability to build positive relationships across diverse groups.
- Experience with provincial legislation and compliance requirements would be an asset.
- Experience working with a Board and an understanding of Board governance would be an asset.
