Position Summary

The Chief Financial Officer (CFO) is responsible for overseeing all financial operations of a large public-sector organization. This position provides strategic leadership and direction in financial planning, budgeting, accounting, and compliance to ensure fiscal stability and integrity. The CFO plays a critical role in supporting executive leadership with data-driven decision-making and long-term financial planning.

Key Responsibilities

Financial Leadership & Strategy

Develop and implement financial strategies aligned with organizational goals and priorities
Advise executive leadership on budgeting, forecasting, and long-term financial planning
Monitor financial performance and recommend improvements or corrective actions

Budgeting & Financial Management

Oversee the development and administration of the organization’s annual budget
Monitor revenues and expenditures to ensure alignment with approved budgets
Prepare financial forecasts, reports, and presentations for leadership and governing bodies

Compliance & Oversight

Ensure compliance with all federal, state, and local financial regulations
Oversee internal and external audits and ensure timely resolution of findings
Maintain strong internal controls to safeguard organizational assets

Accounting & Financial Reporting

Supervise accounting operations, including general ledger, accounts payable/receivable, and payroll
Ensure accurate and timely financial reporting in accordance with governmental accounting standards (GASB)
Prepare and present monthly, quarterly, and annual financial statements

Leadership & Team Management

Lead, mentor, and develop finance staff
Collaborate with department leaders to support financial planning and accountability
Serve as liaison with auditors, financial institutions, and external stakeholders

Qualifications

Education & Experience

Bachelor’s degree in Finance, Accounting, Public Administration, or related field (Master’s preferred)
Minimum of 7–10 years of progressive financial management experience, preferably in a government or public-sector environment

Certifications

CPA (Certified Public Accountant) or CGFM (Certified Government Financial Manager) preferred

Knowledge, Skills & Abilities

Strong knowledge of governmental accounting principles (GASB)
Advanced analytical, organizational, and problem-solving skills
Excellent leadership, communication, and interpersonal abilities
Ability to manage complex budgets and multiple funding sources

Working Conditions

Primarily office-based with occasional attendance at meetings or public hearings
May require extended hours during budget cycles, audits, or reporting deadlines
