Position Summary
The Chief Financial Officer (CFO) is responsible for overseeing all financial operations of a large public-sector organization. This position provides strategic leadership and direction in financial planning, budgeting, accounting, and compliance to ensure fiscal stability and integrity. The CFO plays a critical role in supporting executive leadership with data-driven decision-making and long-term financial planning.
Key Responsibilities
Financial Leadership & Strategy
- Develop and implement financial strategies aligned with organizational goals and priorities
- Advise executive leadership on budgeting, forecasting, and long-term financial planning
- Monitor financial performance and recommend improvements or corrective actions
Budgeting & Financial Management
- Oversee the development and administration of the organization’s annual budget
- Monitor revenues and expenditures to ensure alignment with approved budgets
- Prepare financial forecasts, reports, and presentations for leadership and governing bodies
Compliance & Oversight
- Ensure compliance with all federal, state, and local financial regulations
- Oversee internal and external audits and ensure timely resolution of findings
- Maintain strong internal controls to safeguard organizational assets
Accounting & Financial Reporting
- Supervise accounting operations, including general ledger, accounts payable/receivable, and payroll
- Ensure accurate and timely financial reporting in accordance with governmental accounting standards (GASB)
- Prepare and present monthly, quarterly, and annual financial statements
Leadership & Team Management
- Lead, mentor, and develop finance staff
- Collaborate with department leaders to support financial planning and accountability
- Serve as liaison with auditors, financial institutions, and external stakeholders
Qualifications
Education & Experience
- Bachelor’s degree in Finance, Accounting, Public Administration, or related field (Master’s preferred)
- Minimum of 7–10 years of progressive financial management experience, preferably in a government or public-sector environment
Certifications
- CPA (Certified Public Accountant) or CGFM (Certified Government Financial Manager) preferred
Knowledge, Skills & Abilities
- Strong knowledge of governmental accounting principles (GASB)
- Advanced analytical, organizational, and problem-solving skills
- Excellent leadership, communication, and interpersonal abilities
- Ability to manage complex budgets and multiple funding sources
Working Conditions
- Primarily office-based with occasional attendance at meetings or public hearings
- May require extended hours during budget cycles, audits, or reporting deadlines
