The selected candidate will demonstrate well-developed competencies in communication, decision-making, problem-solving, initiative, and program knowledge.
Summary:
This position will plan, organize, and manage the Registration and Processing (RAP) and Parental Choice team within the Revenue Processing Bureau. They will ensure Idaho tax returns, payments, and refunds are handled efficiently, securely, and in accordance with federal and state laws.
Job Responsibilities:
- Plan, develop, and implement bureau goals, policies, and procedures
- Authorize bureau expenditures
- Implement short- and long-term strategic objectives and monitor bureau performance.
- Recommend budget requirements.
- Recommend and implement new or revised statutes and rules.
- Hire, train, and direct subordinate supervisors; evaluate their performance in planning, organizing, training in planning, organizing, training, and coordinating staff in tax revenue processing and refund activities.
- Provide guidance and assistance in resolving taxpayer and employee issues.
- Establish priorities, schedules, production goals, and work standards.
- Establish, analyze, and approve allocations of personnel resources through the workload planning system.
- Monitor and assure security and confidentiality of tax records.
- Identify, coordinate, and implement changes to automated systems that interact with accounting and other bureau systems.
- Review and recommend changes to overall processing systems to enhance voluntary tax compliance and reporting.
- Coordinate functions with other buraus, departments, and outside agencies.
- Authorize refunds and notices of deficiency.
- Review and approve tax forms.
- Evaluate bureau work processes for integration of information technology.
- Participate in and may lead teams for technology acquisitions and specifications.
- Evaluate and coordinate information technology contractor performance.
- Ensure quality control for all programs.

Experience:
Typically met by at least 5 years of experience in each of the following areas:
- Managing staff and programs;
- administering policies and procedures;
- assessing program/project outcomes;
- interpreting and applying federal and state laws, regulations and/or directives;
- preparing and presenting oral presentations to executives or governing boards;
- writing business documents and reports.
