- POSITION FUNCTION SUMMARY
To share in the development, application, and interpretation of school and administrative policies. The Chief Financial Officer will have the overall responsibility for all personnel matters in order to promote the overall efficiency of the school system and maximize the educational benefits for students. The Superintendent will have final authority in all Teaching and Learning matters.
- Chief Financial Officer Essential Functions
- Analyzes a variety of financial information (e.g. revenues, expenditures, cash management, cost projections, real estate, insurance, etc.) for the purpose of providing direction and support, making recommendations, maximizing use of funds, and/or ensuring overall operations are within budget.
- Assists a variety of external agency personnel (e.g. auditors, grant representatives, regulatory agency staff, etc.) for the purpose of providing information, general support, and risk assessment of district operations.
- Collaborates with internal and external personnel (e.g. other administrators, auditors, public agencies, public officials, community members, vendors, etc.) for the purpose of implementing and/or maintaining services and programs in alignment with the District strategic plan.
- Compiles data from a wide variety of sources (e.g. staff, public agencies, school districts, etc.) for the purpose of analyzing issues, ensuring compliance with organization policies and procedures, and/or monitoring program components.
- Conducts internal audits (e.g. general and special funds, etc.) for the purpose of ensuring program operations are within budget and in accordance with fiscal practices.
- Facilitate meetings, workshops, seminars, etc. (e.g. financial procedures, regulatory requirements, community or outside agencies, interdepartmental needs, etc.) for the purpose of identifying issues, developing recommendations, supporting other staff, and serving as a District representative.
- Maintains a variety of manual and electronic fiscal information, files and records (e.g. accounts payable, accounts receivable, student activities, contracts, etc.) for the purpose of providing an up-to-date reference and audit trail.
- Monitors budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
- Participates in meetings, workshops, and seminars for the purpose of conveying and/or gathering information required to perform functions.
- Facilitates Advisory Committees to include Budget, Capital Improvements and Employee Benefits.
- Performs personnel functions (e.g. interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel, and achieving objectives within budget.
- Prepares a wide variety of materials (e.g. annual budgets, financial statements, reports for the Auditors, Board, Superintendent, department administrators, etc.) for the purpose of documenting activities and issues, meeting compliance requirements, and/or providing supporting materials for requested actions.
- Presents information (e.g. budget overviews, accounting processes, distribution formulas, etc.) for the purpose of communicating information, gaining feedback, and ensuring adherence to established internal controls.
- Research financial topics and related legal issues (e.g. discrepancies, current legislative trends, etc.) for the purpose of evaluating compliance requirements and potential implications on district operations.
- Responds to a wide variety of inquiries of staff, district personnel, other professional organizations, etc. (e.g. accounting guidelines, expenditure status, grant guidelines, etc.) for the purpose of resolving problems, providing information and/or referring to appropriate personnel.
- Supervisory Duties and Responsibilities
- Promotes and encourages teamwork, collaboration, innovation, creativity, and commitment to continuous improvement through effective leadership skills and practices, to develop a team of engaged employees committed to achieving individual, team, and organizational goals and objectives.
- Manages and supervises the employees in the work unit, providing needed and appropriate support to each direct report in compliance with applicable laws and regulations, and with Carlsbad Municipal Schools policies and procedures, work rules and guidelines.
- Upholds and enforces all Carlsbad Municipal Schools policies protocols, work rules and SOPs to ensure compliance with applicable laws, regulations, and applicable standards.
- Leads, directs, and supervises reporting personnel including work procedures, workloads, and work schedules by directing the workflow in such a manner as to promote productive efficiency of employees.
- Collaborates with direct reports to identify their professional development needs; and actively invests time in coaching and developing them and providing other resources to help them to grow and develop skills and knowledge, and to improve performance and productivity.
- Promptly addresses performance, conduct and/or behavior problems collaboratively with direct reports to correct problems; properly documenting corrective action, performance improvement plans, and progressive corrective action/discipline.
- Ensures a safe working environment in the assigned area, and ensures compliance with applicable OSHA and other laws, regulations and work rules concerning environmental safety and health of employees.
- Education and Experience
Required
- Master's Degree from an accredited college
- Valid New Mexico license to practice in school administration.
Preferred
- 5 years of experience in public school administration and supervision and/or teaching
Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.
