Role Description
The Director of Finance (CFO) is a full-time, on-site leadership role based in Broome/Karratha or South Hedland, WA. The Director Finance (CFO) is responsible for the strategic management, leadership and provision of all financial services and College governance, to support the core business of the College and meet government policy expectations and statutory requirements. As a member of the College corporate executive, this position is actively involved in the planning and management of College business activities, providing high level strategic and technical advice to the Executive Director Corporate and Organisational Services, Managing Director and Governing Council. The CFO holds a pivotal role in developing and promoting a client-orientated service environment for the delivery of financial services functions that supports the core business of the College across all locations, making continuous improvements to the services provided to position the College as a business ready and sustainable organisation.
Responsibilities
As a member of the Corporate Executive:
• Contributes to the planning and achievement of College goals through translating strategy into operational goals and creating a shared sense of purpose.
• Performs the functions of the Chief Financial Officer and manages the financial and accounting functions of the College to ensure compliance with all statutory and policy requirements.
• Provides leadership for the governance, planning and reporting on financial matters related to organisational performance of the College to meet contractual requirements, government policy expectations and statutory requirements.
• Responsible for complying with internal policies, the requirements of the Financial Management Act 2006 (FMA), Treasurer’s Instructions, accounting and procurement frameworks, auditing and financial system controls
• Develops and implements Directorate operational and business plans, ensuring the whole of government agenda is met.
• Oversees efficient, effective and timely procurement to ensure sustainability of training service delivery and organisational operations.
• Prepares reports, correspondence and briefing papers as required to support the Executive Director Corporate and Organisational Services.
• Develops, implements, monitors and reports on fraud and corruption control measures. • Develops strategies to improve service delivery of financial functions, procurement and contract advice and management, and mitigate risk.
• Leads and directs the Directorate and ensures compliance with College and public sector values, policies and statutory requirements.
• Provides advice to Corporate Executive on whole-of-College implications of policies, legislative and statutory requirements.
• Recognises the geographically dispersed nature of the teams and leads and manages effectively in this setting.
