OVERVIEW
This position is responsible for directing the fiscal functions of the organization in accordance with generally accepted accounting principles. Serves as Chief Financial Officer and directs the work of the Finance and Administration Department. Works with and supports the directors to assist them to meet their individual departments’ financial goals, budget preparation and reserve planning. Attend monthly Board meetings, Audit Committee, Retirement Committee and Investment Committee meetings as scheduled.
PRIMARY DUTIES
Responsibilities to include three primary areas: Controllership, Finance, Treasury/Cash management. The position manages two cost centers: Finance and Administration, Assessments. The position is responsible for recruiting, hiring, training and evaluating department staff, as well as overseeing the expense and capital budgets for all departments. The position coordinates the development of the annual operating and capital budgets. The position works with EVP and Assistant EVP closely on strategic planning and development of a Five-Year Financial Plan. Coordinates with HR Director on payroll administration and benefit related matters.
CONTROLLERSHIP
- Overall responsibility for MVF general accounting, A/P, A/R and payroll processes, which include account reconciliations as well as maintaining the integrity of MVF’s Fund accounting structure.
- Works with the front office/reception area for cash management and credit card use.
- Develop and maintain accounting procedures and system of internal controls. Implement new controls and procedures, as necessary.
- Responsible for the annual financial and retirement plan audit, including preparing required work papers.
- Develops and maintains a system of inventory control for all fixed assets and assures that adequate and appropriate insurance coverage is acquired.
- Oversees collection of assessments, including monitoring delinquency activity.
- Provides Board with economic data that may impact MVF.
- Assists EVP with administration and implementation of MVF Risk Management Programs, to include the review and administration of MVF insurance coverage, as well as fraud prevention initiatives.
- Monitors and recommend revisions to all MVF financial policies.
- Develops, implements and monitors department operating procedures and policies.
FINANCE
- Coordinates the preparation of the annual operating and capital budgets including the spending and income plans for all departments/funds.
- Maintains MVF’s Reserve program, which is reviewed and updated on an annual basis.
- Prepares the monthly and annual Treasurer’s reports for all Board meetings including summary analysis of major revenue and expense variances and cash flow impacts.
- Performs periodic forecasts to obtain visibility on the revenue and expenses anticipated over the remainder of the year.
- Ensure that all annual tax filings are prepared and filed on a timely basis.
TREASURY
- Manages investment portfolio of operating and reserve assets.
- Works with external investment advisor to recommend investment opportunities to the MVF Treasurer.
- Maintains adequate liquidity in operating cash accounts within policy guidelines.
- Directs the movement of cash between accounts/funds (with appropriate approvals)
- Perform retirement funds transfers from payroll.
OTHER
- Serves as fiduciary for the MVF employee 401(k) Retirement Plan.
- Serves as staff liaison to the Audit and Investment Committees.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
- Minimum 3-5 years’ supervisory experience in financial management and accounting.
- Bachelor’s Degree in Accounting or Finance.
- Advanced Excel.
PREFERRED QUALIFICATIONS
- Master’s degree in finance or accounting.
- Current CPA license in the state of Maryland.
- 7+ years of progressive experience in financial analysis, reporting, or public accounting, with 3-5 years in a supervisory role.
- Strategic planning/long-range financial planning in a business environment.
- Previous experience with Oracle Essbase or similar Oracle Enterprise Performance Management (EPM) products, as well as experience with and current knowledge of developments in accounting information systems and technology conversions relative to accounting.
KNOWLEDGE, SKILLS AND ABILITIES
- Ability to establish and maintain effective working relationships.
- Strong organizational skills and the ability to work independently and manage multiple priorities.
- Ability to communicate effectively both orally and in writing.
- Thorough knowledge of accounting and budgetary procedures including systems of internal control and auditing.
- Ability to analyze and interpret complex financial statements.
- Experience with GL Accounting systems.
