Our Client, Tillamook County Community Health Center, based in Tillamook, OR, has retained the services of Community Link Consulting to manage the recruitment of a Chief Financial Officer to join its team.
About the Opportunity
Tillamook County is seeking a strategic and mission-driven Chief Financial Officer (CFO) to lead the financial operations of its Health and Human Services (HHS) department. This is a high-impact executive role responsible for ensuring financial stewardship, regulatory compliance, and long-term sustainability for community health programs.
The CFO partners closely with the HHS Administrator and leadership team to guide budgeting, funding strategy, and financial decision-making—directly supporting access to care and public health outcomes across the community
Tillamook County Community Health Center is an integrated health system that includes Primary Care, Behavioral Health, Dental, Public Health, and Environmental Health services. The CFO plays a key leadership role in supporting the financial sustainability and strategic growth of these diverse programs while advancing the organization's mission to improve the health of Tillamook County residents.
Ability to Relocate to: Tillamook County, OR (Relocation is required prior to start date.)

Salary Range: $94,884 - $129,864
What You’ll Do
- Lead financial strategy and operations across Health and Human Services, aligning resources with community health priorities
- Assess programs and services to ensure optimal financial performance, sustainability, and compliance with grant provisions and regulatory requirements
- Ensure full compliance with GAAP, GASB, HRSA guidelines, and county, state, and federal regulations to mitigate financial and legal risk
- Direct budgeting and financial planning, including development of the department budget in partnership with the HHS Administrator
- Oversee grant, contract, and funding strategy, including identifying funding opportunities and reviewing proposals for alignment and compliance
- Develop and implement financial policies and procedures for grants, provider contracting, and healthcare billing to ensure ongoing compliance
- Oversee accounting, reporting, and internal controls, ensuring accurate recordkeeping and adherence to County standards
- Analyze and present financial performance, including monthly financial statements, forecasts, and reports to leadership, Health Council, and Board stakeholders
- Provide financial training and technical assistance to internal teams and governing bodies as needed
- Oversee revenue cycle operations, including clinic billing and collections, identifying trends and implementing corrective actions
- Interpret and enforce third-party payer requirements, including Medicare and other reimbursement rules
- Ensure accurate cost reporting and billing practices to support financial sustainability
- Serve as liaison with federal/state agencies and regulators, including tax authorities and program oversight entities
- Partner with Information Services on systems supporting billing, reporting, and financial operations
Lead and develop finance staff, including hiring, performance management, and professional development
- Maintain strict confidentiality and professional standards, while staying current with industry trends and best practice
- Perform other duties as assigned.
What You Bring
- Bachelor’s degree in Finance, Accounting, Business Administration, or related field
- Five (5) years of finance or accounting experience (healthcare preferred)
- Demonstrated experience with: Financial reporting and analysis - Budgeting and forecasting - Grants, contracts, and compliance - Healthcare billing and collections
- CPA designation strongly preferred
