[What the role is]
SWDA is looking for a Chief Financial Officer to provide strategic leadership across our financial and corporate services functions. You will play a pivotal role in ensuring sound financial stewardship, strengthening enterprise-wide governance, and driving operational excellence as the organisation grows and evolves.
[What you will be working on]
Financial Governance, Procurement & Stewardship
Oversee the organisation's financial health, including accounting operations, financial reporting, treasury management, tax compliance, and budget planning and control. You will be accountable for the integrity, accuracy and timeliness of financial statements, and deliver financial analysis to inform strategic decision-making at the leadership level, including governance oversight of the organisation’s subsidiary. Concurrently, you will set the strategic direction for procurement, driving digital transformation, process automation, and the adoption of AI-enabled tools to strengthen governance frameworks, enhance operational efficiency, and optimise vendor management practices.
Business Process Outsourcing (BPO)
Lead the strategic governance and performance oversight of the organisation's BPO initiatives in partnership with Shared Services Partners (SSPs). You will spearhead continuous improvement efforts across outsourced service lines — including finance, HR, and grants administration — while instituting rigorous performance tracking systems and accountability mechanisms to safeguard service quality, operational standards, and value delivery.
Enterprise Risk & Business Continuity
Oversee efforts to develop, implement and continuously strengthen enterprise risk management, emergency preparedness, and business continuity frameworks across the organisation. You will provide regular reporting on key risks and mitigation strategies to Agency Leadership and the Board, while fostering a culture of corporate-wide resilience, proactive risk awareness and organisational readiness at all levels.
People & Organisational Leadership
Lead and develop a team of staff across two divisions and a corporate office, setting performance goals, coaching leaders, and building high-performing teams.
Other Corporate Functions & Strategic Initiatives
Exercise overarching oversight of any other corporate functions assigned to ensure coherence, accountability, and alignment with organisational strategy and governance standards. You will take an active leadership role in strategic projects as assigned, bringing cross-functional expertise and sound judgement to drive organisation-wide priorities, support institutional development, and deliver meaningful outcomes for the organisation.
[What we are looking for]
- A degree in Finance, Accounting, or a related field (Bachelor's or Master's preferred)
- At least 15 to 20 years of experience in finance, audit, corporate services, or public sector operations
- Demonstrated expertise in financial governance, enterprise risk management, and corporate services
- Strong understanding of regulatory compliance and organisational governance
- Excellent leadership, communication, and stakeholder engagement skills
- A strategic thinker who can connect policy, operations, and finance, and drive transformation across a complex organisation
