The New Mexico Department of Health (NMDOH) is New Mexico's largest state agency, employing approximately 3,500 people across three divisions: Public Health, Facilities Management, and Operational Services. These three divisions work together to promote health and well-being and to ensure improved health outcomes for all New Mexicans.
NMDOH is a centralized state system of health services with a Governor appointed Cabinet Secretary. New Mexico has 33 counties and 24 federally recognized American Indian Tribes, Pueblos, and Nations with off-reservation populations. Reducing disparities in health outcomes and access to care is a key priority of the Department of Health and can only be accomplished with strong relationships with our tribal partners. In addition, the NMDOH provides local and regional public health services in all 33 counties of New Mexico. The focus on county and city relationships ensures that the needs of all New Mexicans are considered.
The Chief Financial Officer (CFO) reports directly to the Deputy Secretary/Chief Operations Officer.

Why does the job exist?
To ensure efficient and effective financial processes for the NMDOH. To provide leadership for the department in financial interactions with other state agencies and legislative bodies.
How does it get done?
The Chief Financial Officer (CFO) position is responsible for all financial processes within the department including financial accounting, budget, grants, and procurement. The CFO interacts with partners at other agencies as well as with legislative finance staff, DFA, and GSD. Excellent relationships with these external partners is essential to success. The CFO is responsible for all external audits, preparation of audit responses, and ensuring that audit issues that are identified have an action plan to resolve. This position provides oversight and direction for financial processes by managing internal controls around budgeting, accounting and all aspects of procurement. Knowledge of federal grants is important to ensure federal guidelines are followed and that all reporting is completed in a timely manner. Responsible for all financial policies and procedures, and for process improvement initiatives as needed. The CFO maintains signatory authority for much of the business of the department.
This is a customer focused position. Internal customers include financial directors and appropriate staff within the various divisions/centers/facilities at DOH. It is essential that the CFO is available for problem intervention and resolution, trainings, staff development, and process improvement initiatives. The CFO is a valued member of the senior leadership team of the department.

Ideal Candidate
The ideal candidate would have:
Experience with State of New Mexico Finance procedures and requirements or experience with federal finance procedures and requirements;
Experience with federal grants;
Comfortable presenting complex financial information to a non-financial audience;
Excellent public speaking ability;
Leader with team building experience and staff development experience;
Effective communication skills with internal and external customers;
Ability to prepare budget presentations;
Process improvement skills;
Customer focused orientation.
Minimum Qualification
Bachelor's Degree in Business Administration, Accounting, Finance, or Auditing and eight (8) years of experience in Accounting, Business Administration, Public Administration, Finance, or Auditing; to include two (2) years of experience with PeopleSoft: Oracle Financials or similar software system; and to include three (3) years of managerial or supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency may designate a portion of the required experience to include federal grant and/or special revenue experience to be identified at the time of recruitment.
Employment Requirements
Must possess and maintain a valid Driver's License and must complete a Defensive Driving Course.
Working Conditions
Mainly an office setting with extensive use for personal computer and phone usage. Expectation to also provide face to face trainings as determined.
