The Chief Financial Officer for this Critical Access Hospital (CAH) will be an employee of Community Hospital Corporation (CHC), working under the joint direction of the local Hospital CEO and CHC's SVP of Hospital Financial Operations. The CFO is responsible for providing strategic leadership and oversight of the overall financial planning and financial operations for Freestone Medical Center in Fairfield, TX, while ensuring compliance with the hospital's mission, vision, values, goals, strategic direction, and applicable laws and regulations.
Serving a vital rural community strategically located right off I-45 between Dallas and Houston, the CFO appraises the organization's financial position and issues periodic financial and operating reports. As a CHC corporate employee deployed locally, this role directs the hospital's financial planning, rural revenue cycle management, cost reporting, payroll, and accounting practices, while overseeing treasury, budgeting, audit, tax, purchasing, real estate, and insurance.
The CFO develops and implements policies and procedures to include safeguarding of assets and adherence to generally accepted accounting principles; ensures proper accountability and reporting to federal and state agencies; and manages all matters pertinent to a fiscally responsible flow of rural hospital operations. Assures the implementation and adherence to CHC system-wide financial policies and procedures.
The CFO is responsible for cultivating positive relationships and effective communications with lending institutions, the financial community, Community Hospital Corporation, medical staff, employees, volunteers, community representatives, and board members as appropriate.
Major Responsibilities
- Regulatory & CAH Compliance: Assures hospital compliance with federal, state, and local government laws and regulations, accrediting agency standards, hospital policies, and procedures. Retains all hospital accreditations, licensures, and Critical Access Hospital (CAH) designations in good standing. Acts promptly to comply with required regulatory updates
- Strategic Rural Healthcare Planning: Participates in the development of the facility's strategic plan and short- and long-term objectives to ensure the continued growth of the facility and the provision of necessary healthcare services to the rural Freestone County community; implements plans and programs as approved by the governing board
- Operations & Financial Management: Participates in the preparation and management of sound operating, project, and capital budgets. Ensures the effective use of risk management, financial controls, productivity measures, Critical Access reimbursement principles (including cost report optimization), and contracting. Meets budget-critical financial metrics, effectively negotiates third-party contracts, and provides diligent stewardship of all financial and physical resources
- Human Resources & Credentialing: Ensures the availability of adequate numbers of competent staff (including physicians and contract labor) that are properly credentialed, educated, trained, motivated, and engaged to serve a rural healthcare footprint. Directs performance management systems including policies/practices for providing timely feedback, recognizing excellence, and dealing with problem behavior and poor performance
- Internal Communication and Relationships: Demonstrates effective interpersonal relations including influencing/persuading at all levels inside the hospital and corporation. Builds rapport and trust with the internal team through frequent, transparent, and timely communication. Develops and maintains collaborative medical staff relationships, seeks input from stakeholders, and anticipates and addresses concerns to cultivate a strong culture of communication
- Talent Development: Invests in staff development. Accurately assesses developmental needs and provides frequent feedback, coaching, and personal development opportunities.
- Champion for Change: Speaks out for change and helps staff understand the operational reasons for, and community benefits of, organizational change. Links change directly to work processes and involves stakeholders in the change process. Follows through thoroughly on change initiatives while maintaining strict compliance with all regulatory and legal requirements
Requirements
- Education: BS/BA degree in finance, accounting, business, or a related discipline required. A CPA designation is highly preferred. A graduate-level degree (MBA, MHA) is a plus
- Experience: 5-7 years of progressive career experience in Hospital Finance/Accounting
- Leadership: Prior Hospital CFO, Assistant CFO or strong Controller experience within a rural healthcare setting is highly preferred
- Technical Skills: Requires proven managerial experience and a deep understanding of hospital financial reporting, rural revenue cycle management, Medicare cost-reimbursement structures, accounting, budgeting, accounts payable, treasury, audit, tax, payroll, information technology, and materials management
