Position Overview: A Chief Financial Officer (CFO) is the finance head of the University who is responsible for the strategic financial leadership, planning, statutory compliance, budgeting, resource optimization of the university. Provide leadership to plan, organize and manage all of the financial activities related to cash flow, audits and ensure financial sustainability, statutory compliances and safeguards the financial sustainability of the University.

The CFO is responsible for the financial support to the concerned authorities of the University.

Key Activities
Financial Strategy, Investment & Planning
- Develop and implement the University’s financial strategy aligned with long-term institutional goals.
- Lead annual budgeting, forecasting, and financial planning processes.
- Provide strategic financial inputs to the Vice Chancellor and governing bodies.
- Ensure optimal allocation and utilization of funds across departments.
- Manage the treasury and investments function under the guidance of the Finance Committee of the Governing Body.
Accounting & Financial Reporting
- Oversee maintenance of books of accounts in compliance with applicable standards.
- Ensure timely preparation of:
- Balance Sheet
- Income & Expenditure Statement
- Cash Flow Statements
- Present periodic financial reports to management and governing bodies.
Budgeting, Forecasting & Cash Flow
- Lead the formulation of the annual recurring and non-recurring institutional budget estimates.
- Implement quarterly budget-control statements to monitor departmental spending trends.
- Oversee fee collection systems, student dues, vendor payment pipelines, and payroll schedules to maximize cash flows.
Statutory, Regulatory Compliance, Audit & Risk Management
- Ensure compliance with:
- Income Tax Act, 1961
- GST Laws
- Societies/Trust/Company Act (as applicable)
- Oversee filing of returns, TDS compliance, and audit requirements.
- Ensure proper handling of grants (government and private funding).
- Coordinate with internal and statutory auditors.
- Ensure timely completion of statutory, internal, and compliance audits.
Fund Management & Resource Mobilization
- Manage cash flow, investments, and treasury operations.
- Oversee utilization of:
- Research grants
- Endowments
- Donations and CSR funds
- Support fundraising initiatives and financial sustainability models.
Payroll, Financial Administration & ERP System
- Monitor payroll processing, taxation, and employee benefits.
- Ensure compliance with PF, gratuity, and other statutory obligations.
- Monitor vendor payments, contracts, and financial liabilities.
- Implement and monitor ERP systems for efficiency.
Financial Governance
- Supervise financial team and internal audit teams
- Implement financial check balance to eliminate transactional misappropriations.
- Implement financial policies, SOPs, and approval hierarchies.
- Ensure adherence to institutional financial policies and delegation of authority.
Incubation Centre
- Managing Financial Investments of the centre
- Allocations of funds and maintaining cash flow
- Handling audits and financial reporting
Additional Responsibilities
- As deemed fit by the University.
Qualifications and Competencies
Educational Qualification
Essential: Chartered Accountant (CA)
Experience
Work Experience for minimum of 20 yrs and above with minimum 05 yrs at a similar position of a reputed University.
Skills
- Strong interpersonal and communication skills.
- Proficiency in statutory, regulations
- Strong financial judgement and analytical skills
- Knowledge of Indian taxation, compliance, and audit frameworks of university
- High Ethical standards and Integrity
- Knowledge of the rules of Central and State Government, organisations concerned with education, regulatory bodies, service rules and regulations, etc.
- Good team leader and strong networking skills
