Qualifications
A minimum of 4-year bachelor’s degree in business management or Accounting and 5 years of experience in financial management.

JOB FUNCTION
The primary purpose of your job position is to direct the overall functioning of your assigned programs in accordance with current applicable Federal, State and local standards, guidelines and regulations, and as directed by the Executive Director, to assure that the highest degree of quality care is maintained at all times. DELEGATION OF AUTHORITY
As Chief Financial Officer, you are delegated the authority, responsibility and accountability necessary for carrying out your assigned duties. Your immediate supervisor will be the Executive Director.
-Assist the Executive Director in planning, developing, organizing, implementing, and directing the day-to-day finance functions of the agency. Assist in the development and implementation of written financial policies and procedures that guide the operation of the agency.
-Assist department directors in the development and use of fiscal policies and procedures, and establish a rapport in and between departments so that each can see the importance of teamwork.
-Assist in establishing policies that govern the individual's right to quality of life and care as defined by Office of Developmental Programs.
-Interpret the agency's policies and procedures to employees, individuals, family members, visitors, government agencies, etc., as necessary or instructed; consult with Executive Director regarding clarity of interpretation as needed to ensure accurate representation of organization.
-Represent the agency in dealings with outside agencies, including governmental agencies and third-party payers, or provide an informed representative of the agency when unable to attend such meetings.
-Make written and oral reports/recommendation to the Executive Director concerning the operation of the agency.
-Review and develop a plan of correction for the deficiencies noted during audits and provide a written copy of such plan to the Executive Director & Board of Directors. Review with personnel as required.
-Communicate as needed directly with individuals and staff to ensure your familiarity with individuals and staff abilities and needs.
-Report findings to the Executive Director as appropriate
-Review and approve the implementation of new procedures and organizational plans within each program as they pertain to fiscal management.
-Recommend changes in the overall organization structure to the Executive Director.
-Act with administrative authority, responsibility and accountability of directing the fiscal activities and programs of the agency.
-Make recommendations to the Executive Director as necessary for disciplinary action according to agency protocol.
-Participate in finding suitable facilitates/homes for programs as needed.
-Write memos, letters as necessary for timely communication and coordination of activity within your responsibility.
- Advertise for, recruit, and select competent fiscal staff, Consultants, and other auxiliary personnel.
-Complete performance reviews for fiscal staff; discuss and recommend disciplinary action/terminations. Train coach, guide and provide positive, constructive criticism to staff within your department; document your assistance given to maximize and utilize the staff's talents, strengths and performance reviews per policy and procedures.
-Assistant in standardizing the methods in which work will be accomplished.
-Serve as liaison to the Executive Director and other professional and supervisory staff when appropriate; serve as accurate knowledge source for information about fiscal matters.
-Counsel/discipline personnel as requested or as may become necessary.
-Terminate employees when necessary, documenting and coordinating such actions with the Executive Director.
-Assure that appropriate documents are presented prior to the employment of personnel and that appropriate documentation is filed in the employee's personnel record in accordance with current regulations mandating such documentation; ensure maintenance of file throughout period of employment.
-Review complaints and make necessary oral/written reports to the Executive Director; ensure positive professional action taken with anyone pursuing Conflict Resolution.
- Assist other Program Directors in the development and presentation of the annual fiscal training.
- Ensure supervisors are well-versed in fiscal policies/procedures
- Adequately perform work with little or no supervision.
- Seek assistance or support from appropriate personnel, as necessary.
- Expediently informs and discusses with Executive Director difficulty of meeting standards/due dates and negotiates accordingly.
- Encourages and awards all employees within your responsibility to perform and strive toward excellence per Empowerment and Quality Enhancement policies.

· Keep abreast of financial situations and make necessary adjustments to assure the continued ability to provide quality care.
· Prepare an annual operating budget for the agency with input from Executive Director, Program Directors, Supervisors, and Secretary then submit for approval by the Board of Directors.
· Allocate resources to carry out the programs and activities of the agency in the most efficient and resourceful manner.
· Review and make recommendations regarding purchases throughout the agency.
· Maintain contact with the County Finance Officer to insure a friendly and cooperative work relationship between the agency and County Office.
· Oversee special in-agency budgets. (Morale Fund, Asset and Acquisition Fund, etc.)
· Maintain General Ledger. This will include
1. Processing monthly income and expenses
2. Adjusting entries
3. Monthly reports as required
4. Review bank reconciliation’s done by staff
5. Analysis of all accounts
6. Bi-monthly financial reports for the Board of Directors
7. Supervise the posting of accounts to the General Ledger
8. Maintenance of expenditure and budgetary controls
9. Processing monthly income and expenses
10. Monthly reports as required
11. Preparing bank reconciliation’s
12. Analysis of accounts
13. Supervise the posting of accounts to the General Ledger
14. Maintenance of expenditure and budgetary controls
· Supervision of three fiscal staff. (Fiscal Assistant, Fiscal Technician and Individual Resource Manager)
· Recruit and training of fiscal staff as necessary.
· Attend Board of Directors bi-monthly meetings.
· Work closely with the Executive Director to set rates for all programs
· Prepare for and assist contracted auditors in annual audit of financial records.
