Position: Chief Financial Officer

Duties and Responsibilities:
Lead the development, implementation, and management of the agency’s annual operating budget, ensuring alignment with organizational priorities and long‑term strategic plans.
Provide financial guidance to the Sheriff, Executive Team, and division leaders on budget management, cost‑benefit analysis, departmental financial performance, and funding needs.
Direct complex financial operations through subordinate managers, supervisors, and professional staff; assign, review, and evaluate work while ensuring adherence to standards and policies.
Oversee preparation of financial statements, year‑end close, federal and state reporting, and supplementary schedules, ensuring compliance with GAAP and applicable regulations.
Develop and maintain robust internal control systems to safeguard financial assets, ensure audit readiness, and support transparent fiscal operations.
Serve as primary liaison with external auditors.
Perform cash flow analysis and take action to ensure sufficient operating liquidity and annual financial stability.
Provide executive oversight of accounting, procurement, and contract administration functions to ensure compliance with applicable laws, regulations and agency policies.
Manage agency‑wide payroll operations and ensure accuracy, compliance, and process efficiency.
Lead the development of multi-year financial forecasts, capital planning initiatives, and long-term fiscal sustainability strategies to support agency operations and strategic priorities.
Lead the evaluation, implementation, and continuous improvement of financial systems, reporting tools, and business processes to enhance operational efficiency and decision-making.
Identify and assess financial risks and develop strategies to mitigate operational, regulatory, and fiscal exposure.
Provide financial analysis and cost projections related to collective bargaining negotiations, staffing initiatives, and workforce planning.
Oversee recordkeeping of all fixed assets, including those acquired with grant funds, to ensure accurate accounting and compliance with federal requirements.
Support continuous improvement of the budgeting process by educating department leaders on financial issues affecting their units and promoting strong fiscal stewardship throughout the organization.
Manage financial operations related to Inmate Accounts, the Canteen, and the Off‑Duty Deputy Program.
Serve as primary point of contact for the agency’s banking institutions, state and federal funding agencies, and external auditors.
Perform other duties as assigned.

Qualifications
Bachelor’s degree in finance, accounting, or business admin, and/or minimum of ten years finance or accounting experience creating and editing budgets and other public finance related work
Experience managing staff; strong leadership and supervisory ability, including delegation, performance management, and staff development
Experience with procurement, contract management and budgets
Experience and proficient with MS Excel
Know how to calculate various changes’ impact on the budget, including compensation changes, creating payment schedules to pay for various things over the course of time
Know how to problem solve
Good communication skills
Experience enforcing policies and procedures
Ability to delegate responsibilities
Ability to analyze and create a government budget, identify trends, and provide clear, actionable recommendations to leadership
Ability to set organizational financial strategies, allocate resources, and develop effective long‑term financial plans
Ability to interpret accounting and audit principles, prepare analytical reports, and develop advanced financial models and spreadsheets
Must be willing to speak with Ways & Means, the state comptroller, the state office of administration and finance, and other state and non-state agencies as needed
Preferred Qualifications
Masters in finance, business, accounting preferred
CPA, CIA, CGFO, CGFM, or other relevant certifications
Experience with MOSAIC, HR CMS, MARS, or ability to learn these systems quickly
Extensive knowledge of governmental budgeting practices, financial controls, accounting principles, and audit standards
Strong knowledge of federal, state, and local laws related to government finance, grants, and public‑sector accounting
Correctional administrative experience is preferred
Network with other private and public agencies to support the organization
Five years’ experience preparing and administering department annual operational, capital budgets with combined value of at least 50 million dollars in municipal, county, or state department
