Are you passionate about improving operational efficiency and leading teams through data-informed strategies? We are seeking a highly motivated person to lead administrative operations and supervise Client Access Services Teams across outpatient behavioral health sites. This position plays a key role in optimizing workflows, enhancing service accessibility, and ensuring consistent, high-quality client experiences.

Key Responsibilities

Supervises and manages Client Access Services Teams (CAST) across CSB outpatient sites.
Oversees staff performance evaluations, professional development, and operational support.
Reviews and enhances administrative workflows using performance data and operational metrics.
Develops and enforces front-desk policies (e.g., financial intakes, cashiering, insurance verification).
Leverages data analytics to support process improvements and system-wide consistency.
Coordinates with clinical teams and business units to align processes and improve service delivery.
Ensures compliance with Electronic Health Records (EHR) standards, Health Insurance Portability and Accountability Act (HIPAA) regulations, and Medicaid/insurance procedures.
Presents data-informed recommendations to leadership to guide operational decisions.
Conducts audits, analyze operational trends, and leads quality assurance initiatives.

Must have excellent interpersonal and organizational skills, with a proven ability to lead cross-functional teams and drive system-wide improvements. Must also have strong communication, customer service, and interpersonal skills, with the proven ability to lead teams through periods of high workload, staffing challenges, and operational change. Demonstrates flexibility, adaptability, and resilience in fast-paced, rapidly changing operational environments.

Illustrative Duties

Performs a wide-range of professional work in multiple administration functions within an organizational unit including analysis and project management;
May supervise administrative and paraprofessional staff;
Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations;
Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;
Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
Serves as the point-person and liaison within the department and with central county departments regarding a designated program and functional areas of responsibility;
Prepares reports and presentations of analysis and findings.

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS

Four (4) or more years of progressively responsible professional experience in operations management, administrative services, or related fields.
Three (3) years or more of direct supervisory experience in a healthcare or behavioral health setting.
Demonstrated experience supervising large administrative or client access teams (10+ staff), preferably across multiple outpatient or multi-site service locations.
Experience developing and managing standard operating procedures (SOPs) for front-desk operations, financial intake, insurance verification, and call-management workflows.
Experience analyzing operational and performance data using advanced tools such as Excel (pivot tables, PowerQuery, VLOOKUP/XLOOKUP), Access, or other reporting platforms.
Proficiency with Microsoft Office Suite, particularly Excel (e.g., pivot tables, charts, sorting/filtering data) and Access or other tools used for data analysis and reporting.
Experience analyzing and presenting operational data to inform decision-making and improve performance.
Experience working with electronic health record systems, HIPAA compliance, and Medicaid/insurance processes, with the ability to resolve documentation and workflow issues.
Experience developing and enforcing policies for front desk operations and financial processes.
Experience working in a behavioral health, safety-net, or human services environment serving diverse populations.

PHYSICAL REQUIREMENTS:
Ability to travel to various CSB agencies to attend essential meetings and trainings. All duties performed with or without reasonable accommodations.
