Summary: The Chief Financial Officer (CFO) is responsible for all financial matters of WellWise Services Area Agency on Aging and will report directly to the Chief Executive Officer (CEO). The CFO will partner with the CEO, senior leadership to develop and implement strategies across the organization to continue to grow and fulfill its mission, collaborates with compliance Officer in recognition for government (federal, state and local) grants and private contracts, and is responsible for the agency's financial plans, policies and procedures. The position involves supervision of the Finance Department.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provide overall financial oversight and monitoring of agency operations and direct program services. Serves as director of finance department and is a member of the senior management team
Ensures that relevant financial data is presented to the CEO, senior management team and Finance Committee / Board to provide support and advise decision making.
Provides timely, useful and actual-to-budget data to agency senior managers relative to their program area(s)
Oversees cash flow planning and availability of funds as well as investment and asset management in collaboration with the CEO.
Reviews and verifies to General Ledger all investment, cash management and banking statements as well as related policy and processes to maintain segregation of duties for audit purposes
Serves as primary liaison relative to financial issues to Michigan Department of Health and Human Services (MDHHS) for federal and state funding. Represents the agency to contracted funders, financial partners, including financial institutions, foundations, auditors, public officials, etc
Responsible for information gathering, preparation and submission of financial status reports and other financial documents as required by MDHHS, and local government agencies including grant financial status reports, budgets and cash draw requests
Ensures financial reporting is accurate and timely
Develops and utilizes predictive and activity-based financial analyses to provide insight into the agency’s operations and business plans
Ensure financial compliance with MDHHS standards & guidelines and federal regulations, as applicable
Ensure and evaluate sub-grantees through virtual / on-site visits and assessments of financial reporting, budget proposals, monitor monthly and quarterly reimbursements and reviews for compliance subcontractor’s independent audit reports
Responsible for development of agency-wide financial budgets as well as oversight of all program cost allocations. Reviews and analyzes financial and program/service cost reports to determine best practices for containment of program service costs
Develops policy and manages adherence to procedures, standards and accounting practices for all financial activities. Maintains compliance with GAAP and applicable state, federal and local laws. Maintains adequate internal audit and budgetary controls according to policies
Works with CEO to develop short, medium, and long-term financial plans and projections
Reviews and updates agency policies and procedures (and related plans) with Finance Committee annually
Prepares request for bid for WellWise Services Area Agency on Aging independent financial and program audits and reviews bids with assistance of finance staff and CEO for recommendation.
Coordinates audit and prepares audit worksheets and confirmations for program/fund closeouts at fiscal year-end with assistance from the finance staff to provide accurate and timely information requested by auditors during their virtual / on-site audit
Oversees the proper and timely filing of Federal, State and Local government tax returns
Ensures proper maintenance of financial/accounting systems and functions. Initiates new bids for support agreements or system changes/upgrades, as needed, for maintain adequate functionality of financial software
Coordinates with the Human Resources Manager to ensure that the human resource function is properly resourced, and benefits are legally and fairly represented to staff. May be involved with benefits administration and oversight, retention strategies, and regulatory oversight and legal compliance
Coordinates with Human Resources Manager to carry out records retention/destruction in accordance with approved policy
Works with senior leadership team and CEO to develop costing models and efficiencies
Must maintain confidentiality regarding financial, participant and staff information
Possible oversight of positions and/or departments as assigned by the CEO; including but not limited to IT and Donor Development
Other duties as assigned

Education And/Or Experience:

Bachelor’s Degree in Finance, or related field or relevant experience required; relevant Master’s Degree, MBA and/or CPA preferred
10 to 15 years of progressively-responsible experience managing a non-profit multi-fund accounting system with government funding and budgeting preferred
Strong computer fundamentals including proficiency with Microsoft Office products

Language Skills: Possess the ability to read, analyze and interpret information. Possess the ability to respond to inquiries or complaints from staff and vendors. Possess the ability to effectively present information to management and staff.

Mathematical Skills: Possess the ability to work with mathematical concepts and apply concepts such as fractions, percentages, ratios and proportions to work situations.

Reasoning Ability: Possess the ability to define problems, collect data, establish facts and draw valid conclusions based on information.
