Summary

The CFO position is located in Washington, DC in the U.S. Department of Transpiration's (DOT) Federal Motor Carrier Safety Administration's (FMCSA) Office of the Administrator. This position works closely with the Assistant Secretary for Budget and Programs (OST-B), Office of the Secretary of Transportation (OST) on financial matters with the Government Accountability Office (GAO), the Office of Management and Budget (OMB), and the authorizing and appropriating committees of Congress.

Duties

As the Chief Financial Officer (CFO), the incumbent will serve as the principal fiscal officer of the FMCSA and report directly to the FMCSA Deputy Administrator. As part of the Agency's Senior Management Team, the incumbent will be responsible for all FMCSA‘s financial management and budgetary matters, including the availability of appropriations and allocation of Federal funding, audit issues, financial management initiatives, grants management, and any matter that could affect the financial resources of FMCSA. The CFO will provide executive direction and leadership to a comprehensive financial management program to ensure the effective operation of the budget process, proper utilization of and accounting for FMCSA resources, up-to-date information on the status of program funds and the execution of formula and discretionary grants. The CFO will be responsible for strengthening financial and grants management, and oversight and improving program and financial accountability and fraud awareness, in addition to ensuring strong links between budget, financial management and reporting, risk management and FMCSA performance goals and objectives. The CFO Serves as the principal advisor to the Administrator and the Deputy Administrator on the FMCSA budgetary and fiscal matters.

Demonstrate executive leadership in budget, financial, accounting, and grants management, including managing multiple fund types, resolving complex budget issues and understanding the full budget process. Also, the ability to oversee all phases of grants management. TQ 2. Demonstrate executive leadership in directing staff who manage budget, financial, accounting, and grants functions, leading organizational budget planning, engaging senior leaders, and ensuring budget requests align with appropriate regulatory and policy requirements. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs.
