Position Description

The Department of Revenue's Tax Management Division is seeking applicants for the Public Service Manager 2 position to act as the Revenue Operations Officer over the Revenue Operations Bureau. Revenue Operations is responsible for:

Receiving and processing all mail, tax documents, and payments.
Issuing and maintaining all business permits.
Managing the call center and front desk that assist taxpayers with tax filing requirements and procedures.
Providing educational webinars on a variety of topics.

This individual will provide leadership, direction, and direct supervision to 9 permanent employees who oversee a total of approximately 70 permanent employees. This position will be responsible for a variety of tasks and duties including, but not limited to:

Serving as part of the Senior Leadership Team to develop a mission, vision, and strategic plan for the Department.
Representing the bureau in meetings and serving on committees and work groups.
Establishing long-term goals, direction and strategy for the bureau.
Developing an annual plan with the goals and objectives for the bureau.
Performing HR actions including selection, retention, management, and evaluation of all direct reports.
Supervising and evaluating the work of subordinates; recommending personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules and assignments; administering personnel policies and procedures.
Maintaining effective customer service for internal and external customers by utilizing in-depth knowledge of the Department processes and programs as well as team members within the Tax Management Division.
Developing and implementing customer service policies.
Oversees customer service issues and ensures effective and long-term solutions.
Develops and implements procedures pertinent to the efficient operation of the bureau.
Monitors programs and procedures to ensure on-time delivery and customer satisfaction.

Must pass a criminal background check, FBI fingerprinting, and be in compliance with Iowa tax filing requirements and willing to participate in the E-verify process.

Other duties as assigned.

This is a non-merit position with the Iowa Department of Revenue. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
All of the following (a and b):
Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
All of the following (a, b, and c):
Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
