Job Summary

The Tax Research Division is responsible for the ongoing study of the Minnesota tax structure and how proposed tax law changes affect the revenue stream and statewide economy. The Revenue Operations Specialist conducts and disseminates advanced research on state and local taxes in Minnesota, with a special attention to law changes and revenue forecasts. The position builds data models and determines the revenue impact of proposed and enacted changes in tax laws. This position also has high-level lead responsibilities in performing, reviewing, and coordinating research activities, along with providing subject matter expertise on special projects.

This position is eligible for a hybrid telework arrangement. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.

Qualifications

Minimum Qualifications

Three (3) years of experience conducting research, quantitative analysis, computer programming and information analysis, and creating databases for policy research.

Bachelor's degree or higher in Economics, Public Policy, or a related field that includes research or quantitative training AND two (2) years of experience as described above.

All applicants must also minimally meet these additional required qualifications:

Knowledge of federal and state tax law and statutory construction.
Knowledge of economic theory and database management to incorporate them into models and analyses.
Knowledge of statistical methodologies and related procedures.

Preferred Qualifications

Expert knowledge of sales and excise tax laws.
Experience conducting economic forecasts.
Experience with revenue estimating techniques and methods for evaluating the impacts of legislative changes, tax expenditures, and tax court rulings.
Experience communicating the results of quantitative research to diverse audiences.
Ability to guide the research activities of other coworkers, including the ability to explain research methods and identify available resources.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements
