About the Role:
The Chief Financial Officer (CFO) will play a pivotal role in overseeing the financial operations of our public administration entity during a transitional period. This position is responsible for ensuring the integrity of financial reporting, compliance with regulations, and the effective management of financial resources. The CFO will lead the finance team in developing and implementing financial strategies that align with the organization's goals and objectives.
In addition to overseeing core financial functions, the CFO will be responsible for the financial oversight of court operations and utility billing, ensuring proper revenue management, compliance, and operational efficiency. This role will involve close collaboration with court administration to enhance financial controls and reporting and with utility billing operations to improve accuracy, collection processes, and customer service.
Furthermore, the CFO will work closely with executive leadership to drive financial performance and sustainability, ensuring that fiscal responsibility supports the organization's mission to serve the community effectively.
Minimum Qualifications:

Bachelor's degree in Finance, Accounting, or a related field.

A minimum of 10 years of progressive financial management experience, with at least 5 years in a leadership role. (3 years must have been in direct municipal environment)

Strong knowledge of public sector financial regulations and compliance requirements.
Preferred Qualifications:

Master's degree in Business Administration or Finance.

Experience in a public administration or government finance role.

Professional certifications such as CPA or CFA.
Responsibilities:

Provide strategic financial leadership and guidance to City leadership, aligning financial goals, policies, and long-term planning with the City's objectives.

Oversee all aspects of financial operations, including the preparation and maintenance of financial records, accounting systems, and regulatory compliance, as well as the preparation of financial statements, reports, tax filings, and submissions to regulatory agencies.

Oversee court financial operations, ensuring proper financial controls, revenue collection, compliance with municipal and state regulations, and accurate reporting of court-related financial activities.

Ensure compliance with all financial regulations and standards applicable to public administration.

Provide oversight of utility billing operations, ensuring accurate billing, timely revenue collection, and compliance with financial regulations.

Administer the City's investment portfolio, debt management, and risk mitigation initiatives.

Manage cash flow and optimize the organization’s financial performance through effective resource allocation.
