The Associate Vice Chancellor of Budget and Finance will provide a high-level of support for the Vice Chancellor for Budget and Finance, Information Technology, Telecommunications, and OneNet. This individual will be responsible for day-to-day and long-range administration of budget and fiscal projects and supervision of professional and administrative support staff.
Responsibilities and Duties
- Responsible for the reporting of agency and institutional budgets as assigned by the Vice Chancellor.
- Provide supervisory administration to a portion of the fiscal division staff.
- Directs and reviews tuition and fee procedures and guidelines.
- Responsible for reporting and submission of capital budgets relative to Policy, Campus Master Plans and allotments.
- Provide administration of the Systemwide Master Lease Program.
- Provide support for the administration of the Endowed Chairs Program and Trust Fund investment accounts.
- Perform analysis and work documents for debt service payment structure and master lease program.
- Responsible for tax filings and cash-flow transactions for Endowment investments.
- Represent department in internal and external meetings (bond hearings, state finance updates, etc.), when needed.
- Provide assistance to institutional personnel on various budgetary, policy and financial issues.
- Act as liaison with the Council of Business Officers.
- Provide staff assistance to other agencies, advisory groups, legislative committees, and professional organizations, as delegated by, or in the absence of the Vice Chancellor.
- Responsible for all other budget and fiscal assignments as delegated by the Vice Chancellor.
- Responsible for recommending hiring, firing, advancement, promotion or other changes in assigned employee status.
Minimum Qualifications
Bachelor’s degree from an accredited university with at least five (5) years’ experience at the institutional level with a thorough knowledge and understanding of budget and fiscal issues, with a minimum of 3 years in a supervisory capacity. Must have excellent verbal, writing, and analytical abilities. Must have demonstrated leadership with an ability to work effectively with internal and external constituencies.

The employee performs work under the supervision of the Vice Chancellor for Budget and Finance, Information Technology, Telecommunications, and OneNet.
Work Hours Agency offices are open to the public from 8 A.M. to 5 P.M. Monday through Friday. These are the normal office hours for Agency employees. Physical Demands
Ability to sit and stand for extended periods of time. Exhibit manual dexterity and hand-eye coordination to operate a computer, keyboard, photocopier, telephone, calculator and other office equipment. Ability to see and read a computer screen and printed material with or without vision aids. Ability to hear and understand speech at normal levels, with or without aids. Ability to communicate clearly. Physical ability to lift up to 25 pounds, to bend, stoop, climb stairs, walk and reach. Must use the proper manual handling equipment including but not limited to dollies, carts and lift team members. Duties are normally performed in an office environment with a moderate noise level.
