This is a senior leadership role with broad accountability for the overall financial management of CHANCES. The CFO is responsible for safeguarding the organization’s financial health, ensuring strong stewardship of public and private funds, and supporting the expansion of services that directly impact Island families. Reporting to the Executive Director, the CFO serves as a strategic partner on the leadership team, providing insight and analysis to guide major decisions, while also overseeing all day-to-day financial operations.
Key Responsibilities:
Strategic Financial Leadership
- Provide overall leadership for CHANCES’ financial strategy, planning, and sustainability.
- Serve as a strategic advisor to the Executive Director, senior leadership, and the Board of Directors.
- Prepare and present financial reports, KPIs, and strategic analysis to the Finance Committee and Board.
- Support the growth and expansion of CHANCES’ services through financial modeling, forecasting, and scenario analysis.
- Oversee financial management of the CHANCES Foundation.
Financial Oversight & Accountability
- Lead budgeting, forecasting, and long-term financial planning across multiple programs and entities.
- Ensure strong internal controls, compliance, and risk management processes are in place.
- Manage all aspects of audits: preparation of working papers, coordination with external auditors, and communication of results.
- Oversee preparation and filing of HST returns and compliance with CRA requirements.
- Oversee various financial reconciliations, including cash, accounts, grants, and inter-program balances, ensuring accuracy and integrity of financial data.
- Ensure accurate and timely reporting to funders including the Province of Prince Edward Island (Early Years Centre funding, Best Start Program), the Public Health Agency of Canada, and others.
- Develop, maintain, and update financial policies to ensure organizational accountability.
Funding & Grants
- Review and oversee grant applications, reporting, and compliance.
- Manage financial audits and monitoring reviews from funders.
- Ensure proper tracking and allocation of restricted and unrestricted funds.
Team Leadership & Operations
- Lead and mentor a finance and administration team of 4–5 staff.
- Oversee accounts payable, accounts receivable, payroll, and all core financial operations.
- Review payroll entries, cash flow, bank reconciliations, and monthly close.
- Build team capacity and ensure staff are supported in professional growth.
HR & Organizational Support
- Play a key role in developing compensation structures and salary frameworks.
- Provide financial insights to support staffing, recruitment, and retention decisions.
- Collaborate with department heads to develop budgets and monitor program performance.
Qualifications:
- CPA designation (or equivalent professional accounting qualification)
- Experience in financial management roles considered an asset.
- Strong knowledge of audits, compliance, financial controls, and reporting requirements.
- Demonstrated ability to lead a team, communicate effectively, and work collaboratively with non-financial leaders.
- Proven skills in financial strategy, analysis, and problem-solving in complex organizations.
- Experience with government funding models, grants, and funder reporting preferred.
Salary and Benefits
The starting salary is $105,000 per annum, with annual reviews based on individual performance and the overall financial health of the organization. CHANCES has a comprehensive Group Insurance Plan consisting of Basic Health and Dental, Critical Illness, Accidental Death and Dismemberment, and Life Insurance. Total cost of basic health and dental coverage is paid 100% by CHANCES.
