POSITION SUMMARY
The Chief Financial Officer (CFO) is a strategic partner to the Chief Executive Officer and Board of Directors, responsible for the financial stewardship, integrity, and compliance of the organization. As a lean finance function, the CFO serves as both a strategic advisor and an operational leader, directly performing and overseeing key financial tasks, including budgeting, reporting, auditing, grants management, procurement, contracting, risk management, and ensuring alignment with federal, state, and local regulations. The CFO plays a central role in identifying, evaluating, and pursuing diversified funding opportunities beyond current federal and state funding, such as philanthropy, private grants, and other sources to strengthen long-term financial sustainability and support expansion of finance staffing capacity.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Strategic Financial Leadership
- Deliver both strategic financial leadership and hands-on financial management.
- Develop and implement financial policies, procedures, and internal controls to safeguard assets and ensure transparency.
- Lead the annual budget process, including preparation, analysis, monitoring, and reporting for all funding sources and programs.
- Prepare financial projections and scenario analyses to support decision-making.
- Develop a financial strategy that integrates alternative revenue sources.
Financial Operations & Reporting
- Perform and oversee core accounting functions and financial operations, including general ledger, budgeting, accounts payable/receivable, cash management, financial reporting, payroll, benefits, retirement plans, reconciliations, monthly closeouts, including compliance with IRS and state requirements.
- Ensure compliance with federal, state, and local requirements including Uniform Guidance 2 CFR 200, Workforce Innovation and Opportunity Act (WIOA), Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program Employment & Training (SNAP E&T), Wagner-Peyser, and other federal or state funded workforce development programs.
- Maintain strong internal controls, segregation of duties, and fiscal monitoring systems.
- Prepare and present quarterly and annual financial statements (balance sheet, income statement, cash flow) to the CEO, Board, and committees.
- Develop, implement, and update financial policies and procedures to maintain compliance with regulatory requirements, support organizational goals, and promote best practices in financial management.
- Ensure business continuity planning incorporates financial and vendor-related risks.
Grants Management & Cost Allocation
- Provide executive oversight of grants management, including allowability, cost allocation, fund drawdowns, reporting requirements, and grant closeout.
- Ensure proper documentation, timekeeping, and allocability across multiple funding streams.
- Strengthen systems for tracking, reporting, and forecasting grant expenditures and revenue.
- Develop and maintain cost allocation plans and indirect cost rate agreements; negotiate annual indirect cost rates with government agencies. Manage grant budgets, contract modifications, and cost allocations across multiple funding streams.
Procurement, Contracts & Vendor Management
- Oversee and ensure compliance with all procurement and contracting activities, including adherence to federal and state requirements.
- Oversee contract lifecycle management, including drafting, negotiation, execution, performance monitoring, renewals, and closeout.
- Develop, implement, and maintain procurement policies and procedures. Ensure procurement practices meet all applicable regulatory requirements and reflect best practices for transparency, competition, and fiscal stewardship.
- Review and approve purchase requisitions, contracts, and supporting documentation.
- Conduct cost analysis for contracts and renewals to ensure performance criteria are reasonable, necessary, and allowable.
- Provide financial technical assistance and training to contractors and sub-recipients as needed.
Compliance & Audit
- Ensure all expenditures are allowable, reasonable, and properly documented in accordance with federal and state law.
- Serve as the primary liaison for external audits, state and federal monitoring, and corrective action plans.
- Oversee insurance and risk management, maintaining appropriate coverage and exposures.
Board & Committee Service
- Serve as staff to the organization’s Finance and Audit Committees, preparing documents, reports, and agenda items for committee meetings.
- Serve as liaison and coordinate with the Board Treasurer on financial matters, reporting, and compliance.
- Present financial, budget, and procurement information to the Board of Directors, providing clear analysis and recommendations.
Property & Facility Oversight
- Serve as facility liaison, overseeing facility-related contracts, services, and improvements.
- Serve as custodian for purchased property and equipment, ensuring compliance with 2 CFR 200.310-200.316 regarding property management and disposition.
- Maintain accurate inventory records and ensure proper safeguarding of assets.
Retirement Plan Administration
- Act as trustee of the organization’s retirement plan, ensuring compliance with plan requirements and applicable laws.
- Administer plan contributions, annual reports, employee loans, distributions, and benefits schedules.
Technology & Systems
- Utilize financial management systems (e.g., MIP, SERA) for accurate and efficient financial operations.
- Implement process improvements and technology upgrades to enhance financial reporting and analysis.
Leadership & Collaboration
- Supervise and mentor finance department staff to ensure high performance, professional development (including but not limited to cross-training) and alignment with organizational goals.
- Collaborate with internal departments, external partners, and sub-recipients to support organizational objectives.
- Clearly communicate complex financial information to diverse audiences, including staff, board members, and external stakeholders.
Other Duties
- Prepare and submit required reports and financial documents (Form 5500, Form 990, Sunbiz annual report, Executive Compensation Report, Internal Controls Questionnaire, Vendor 1099/1096 forms).
- Maintain purchasing systems; oversee facility and asset management as needed.
QUALIFICATIONS
- Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or related field required. Master’s degree (MBA, MPA, or related field) preferred.
- CPA, CGFO, or relevant certification preferred.
- Minimum 8 years of progressive experience in nonprofit or governmental accounting, including at least 3 years in a supervisory or management role.
- Demonstrated expertise in federal and state workforce development funding, compliance, and reporting preferred
- Advanced knowledge of GAAP, budgeting, auditing, payroll, grant management, procurement, and contracting.
- Proficiency in financial management software and data analytics.
- Strong analytical, organizational, and communication skills.
- Ability to interact effectively with public, private, and governmental agencies, management, staff, and the community.
- Commitment to ethical standards, transparency, and continuous improvement.
- Serves as a fiduciary. Criminal background and credit checks required.
- Local travel required; limited overnight travel may be necessary.
PAY, BENEFITS & ORGANIZATIONAL INFORMATION
- Anticipated Starting Salary Range: $95k - $115k
