King County’s Department of Information Technology (KCIT) is seeking a collaborative, detail-oriented Chief Financial Officer (CFO) to join its executive leadership team. The CFO will provide strategic financial leadership, overseeing all financial and accounting functions in compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) principles, as well as King County’s enterprise-wide financial management policies and systems. This role is responsible for KCIT contracts, fiscal management, payroll, IT asset management, revenue management, billing operations, and the development and implementation of operating and capital budgets across multiple funds. The CFO will lead rate-setting and rates development processes, drive budget development and financial planning, manage reporting, and serve as a key advisor to the Chief Information Officer (CIO) on budget and funding strategies.King County Department of Information Technology (KCIT)KCIT uses the power of technology to digitally transform King County. EXAMPLE OF DUTIES
Oversee the development and implementation of the department's operating and capital budget that reside in multiple funds. Identifying funding adjustments as necessary to meet the department's business needs. Develop and implement the department's policies and procedures on budgeting and financial matters, within the context of King County's enterprise-wide policies and procedures. Coordinate implementation with department's budgeting and financial staff.Act as key financial advisor to the Chief Information Officer (CIO). Develop strategic policy on financial and budget issues.Serve as the CIO's liaison with the Executive Office Budget Team and County Council staff on financial and budget issues.Oversee the development and implementation of the rate-setting process for multiple KCIT internal service funds. Work with division senior management and other County staff in the analysis and evaluation of rate proposals.Analyze and evaluate the department's financing plans and programs to ensure that financial objectives meet business needs. Making recommendations to the CIO on funding allocations and on opportunities to improve efficiency and reduce risk.Assure preparation of clear and accurate financial status and progress reports. Oversee day-to-day fiscal and payroll functions and assure appropriate internal controls and compliance with County policies and procedures.Oversee management of Finance, IT Contracts, and IT Asset management functions.Serving as key point of contact for external auditors.Perform additional duties as assigned.
SUPPLEMENTAL INFORMATION
Hybrid WorkKCIT works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building 401 5th Avenue Seattle, Washington.Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.Work ScheduleThe normal work week for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is FLSA Exempt and is not eligible for overtime pay.
