ROLE OVERVIEW And PURPOSE
The Chief Financial Officer (CFO) serves as a key member of the Executive Leadership Team and is responsible for the strategic oversight and operational execution of Neighborhood Healthcare's financial activities. This includes accounting, revenue cycle management, analytics, investments, contracting, purchasing, facilities, and fiscal compliance for the health centers and PACE. The CFO works in close collaboration with the CEO, Executive Team, and Board of Directors to ensure long-term financial sustainability while advancing the mission of providing quality, compassionate, and comprehensive healthcare.
As a Federally Qualified Health Center (FQHC) and a PACE Organization, Neighborhood operates under complex reimbursement models and grant funding mechanisms, requiring a CFO with deep expertise in healthcare finance, public funding, and regulatory compliance. The CFO plays a vital role in ensuring financial excellence and stewardship of resources to support accessible and equitable care.
RESPONSIBILITIES:
Strategic Financial Leadership
- Serve as a thought partner to the CEO and Executive Leadership Team, contributing to overall organizational strategy, growth planning, and financial stewardship.
- Lead the development and management of the organization’s annual budget, long-range financial plans, and capital investment strategies.
- Analyze financial trends and provide strategic recommendations to ensure sound financial decision-making.
- Act as a key liaison to the Finance Committee of the Board of Directors, providing timely and transparent reporting.
Financial Operations & Oversight
- Provide executive oversight of accounting, revenue cycle, analytics, facilities, contracting, and purchasing functions.
- Ensure financial compliance and reporting accuracy specific to PACE regulatory requirements, including CMS and DHCS guidelines for capitation payments, encounter data and service cost allocations.
- Monitor and optimize the financial performance of the PACE program, including risk adjustment modeling, participant revenue forecasting and long-term sustainability
- Ensure timely and accurate preparation of internal and external financial statements, including those required by federal, state, and local entities.
- Maintain and enhance internal control systems, financial policies, and fiscal procedures in alignment with regulatory and best practice standards.
- Ensure compliance with government grants, contracts, and other funding sources, including HRSA and OMB Uniform Guidance.
- Oversee negotiation and on-going financial viability of managed care payor agreements, including full risk contracts and accountable care organization (ACOS).
- Champion internal Clinician Incentive Work with team to establish an internal incentive program that achieves the budgeted and financial goals of the organization.
- Monitor revenue cycle performance and direct improvements to maximize reimbursement from Medi-Cal, Medicare, managed care, and other third-party
- Oversee cash flow, investment strategies, and banking relationships to maintain fiscal health and flexibility.
Departmental Leadership
- Supervise and mentor the Vice President of Finance, Senior Director of Revenue Cycle and Analytics, and Senior Director of Facilities, ensuring alignment with financial objectives and operational excellence.
- Guide department leaders in developing and managing their respective budgets, performance metrics, and improvement initiatives.
- Support ongoing development of future leaders through a combination of succession planning, career development, leadership training and personal mentoring activities.
- Foster a culture of accountability, innovation, and collaboration across the Finance
Facilities Oversight
- Provide strategic leadership and fiscal oversight for facilities operations, including capital projects, leases, safety, and regulatory compliance.
- Partner with the Senior Director of Facilities on expansion initiatives, property negotiations, vendor management, and ongoing improvements.
- Analyze new opportunities and projects for financial feasibility and risk; make recommendations and provide feedback.
Investments and Capital Projects
- Oversee and manage investment portfolios in alignment with Board-approved policies and risk tolerance.
- Provide strategic financial oversight and scenario modeling for major capital projects and infrastructure improvements.
- Partner with internal and external stakeholders to secure financing, manage timelines, and ensure fiscal accountability for major initiatives.
Risk & Compliance
- Ensure compliance with all applicable laws, regulations, and standards including GAAP, OMB Uniform Guidance, HRSA requirements, and HIPAA.
- Collaborate with internal audit, legal counsel, and external auditors to ensure transparency and adherence to ethical standards.
Organizational Representation
- Represent the organization in financial matters with external partners, funders, and regulatory agencies.
- Maintain productive relationships with financial institutions, audit firms, vendors, and healthcare partners.
EDUCATION/EXPERIENCE:
- Bachelor’s degree in Accounting or Finance, or a related field required; advanced degree (e.g., MBA, MPA) strongly preferred.
- Certified Public Accountant (CPA) designation
- Minimum of 10 years of progressive leadership experience in finance/accounting.
- Proven track record of strategic planning, financial management, and operational
- Experience working with diverse populations and addressing health equity
- Experience in Federally Qualified Health Centers (FQHCs), public funding, and grant compliance highly preferred.
- Experience in PACE financial and accounting management
ADDITIONAL QUALIFICATIONS (Knowledge, Skills and Abilities):

- Deep understanding of nonprofit and healthcare finance, including government reimbursements and managed care.
- Advanced analytical and financial modeling
- Proficiency in accounting systems and Microsoft Office Suite, especially
- Ability to communicate complex financial information clearly to varied
- Demonstrated executive level experience in strategic thinking and decision making with integrity and commitment to mission-driven work.
Physical Requirements:
- Ability to travel to multiple sites and attend meetings locally and nationally as

- Complies with all regulations regarding corporate integrity and security obligations
- Reports all behavior and/or activity that are unethical, fraudulent, or unlawful
Pay range: $275,200-$467,800 annually, depending on experience

While this range represents the broader classification of the role, actual compensation will be based on several factors, including but not limited to: the candidate’s overall knowledge, skills, and experience, market data and industry benchmarks, internal equity within the organization, Budgetary considerations and organizational needs. As a result, placement within the range is not guaranteed, and the full pay grade range may not be utilized.
