The Chief Financial Officer (CFO) is an executive position under the direction of the Chief Executive Officer (CEO) which is responsible for managing, coordinating, and supervising all financial planning and accounting practices as well as financial relationships with funders and contracted providers for NLCMHA.
The CFO ensures that the financial systems are carried out in a manner consistent with federal and state statutes, regulations, bylaws, operating agreements and contracts. The CFO ensures the accuracy, integrity, efficiency and effectiveness of the NLCMHA financial systems including at a minimum the development and monitoring of all revenue and expenditure budgets necessary for the operation of all services programs.
Essential Functions
- Responsible for the development, operation and coordination of a major unit within NLCMHA’s operations.
- Plans, directs, and administers department planning, budgeting, and operations including development of goals, objectives and performance measures.
- Oversees and directs cash activities, budgeting, audit, accounting, purchasing, payroll, and insurance activities for the organization.
- Establishes, modifies, documents, and coordinates implementation of the procedures and systems necessary to maintain proper records and to afford adequate accounting controls and services.
- Compiles and analyzes financial information to prepare entries to accounts, such as general ledger accounts, documenting business transactions.
- Analyzes financial information detailing assets, liabilities, and capital, and prepares balance sheet, profit and loss statement, and other reports to summarize current and projected financial position.
- Prepares monthly financial reports for presentation to the Board of Directors and board committees as scheduled by the board.
- Manages annual policy review and maintains up-to-date procedures for the Contracts, Facilities, and Finance departments.
- Responsible for assuring that all federal, state and county financial reporting requirements are met.
- Prepares all MDHHS (Michigan Department of Health and Human Services) reports, including FSRs (Financial Status Reporting), CRCS (Contract Reconciliation and Cash Settlement), and Encounter Quality Initiative (EQI).
- Audits contracts, orders, and vouchers, and prepares reports to substantiate individual transactions prior to settlement.
- Oversees all purchasing, contracting and facilities management activities and approves agency purchase orders.
- Directs and supervises the Finance & Accounting, Reimbursement, and Contracts and Facility staff.
- Problem solves with program directors, agency supervisors, contract agency directors and state directors.
- Directs continuous evaluation and review of budgetary and accounting methods and procedures to ensure compliance with administrative and legislative requirements.
- Serves as liaison with auditors for the NLCMH financial statements.
- Attends routine meetings and collaborates with other CMHSP and PIHP CFOs.
- Stays current of State and Federal level regulations, rules and laws regarding the CMH/PIHP industry to ensure effective and efficient use of resources; ensures client meets all regulatory legal and accounting standards, communicating those standards to the CEO and Board of Directors as appropriate.
Qualifications
- Bachelor’s degree in accounting
- Five or more years of experience in the CMH/PIHP industry as CFO or Director of Finance
- Seven or more years of experience of supervisory experience or an equivalent combination of relevant experience and education
- Excellent knowledge and experience with accounting software and databases
- Ability to multitask
- Understanding and knowledge of accounting principles, practices, standards, laws and regulations
- Ability to successfully work in a remote environment including promoting a sense of teamwork and collaboration for a team that also works remotely
- Preferred Qualifications:
- CPA or CGFM Certification
PAY: $132,620 - $149,720
