We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.Performs managerial work providing direction and guidance in strategic operations and planning for the department. Directs and oversees all activities of the Finance and Operations Division to include accounting and revenue management, budget and revenue forecasting, procurement, facilities and fleet services, security, asset management, imaging, and mail services. Work involves developing policies, procedures and guidelines for fiscal management and operational support that comply with state statutes and guidelines and incorporate best practices to accomplish tasks efficiently and effectively. Recommends staffing and funding required to execute agency programs. Reports to the Deputy Executive Director. Ensures transparency while leading transformational and innovative change with energy and a sense of urgency. Creates and develops a positive and collaborative culture toward a customer-centered vision requiring timely and effective communication that is consistently reinforced, renewed and refreshed in its execution. Work requires extensive contact with department executives, board members, and governmental officials. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.ESSENTIAL DUTIESDirects all activities of the Finance and Operations Division. Plans, develops, and approves schedules, priorities, and standards for achieving goals; directs evaluation activities.Advises the executive office on fiscal and operational matters related to department functions.Develops and establishes goals and objectives consistent with the agencyand#8217;s strategic plan.Develops and implements policies and procedures for department financial activities to ensure compliance with state and federal laws, rules, and regulations.Establishes and maintains internal controls over financial and operational processes and records to ensure the safekeeping of department assets, processing of allowable expenditures in accordance with state statutes and regulations, and timely and accurate financial reporting.Oversees formulation, presentation and monitoring of the department operating budget.Oversees preparation of financial reports and forecasts reflecting cash balances, income and expenditures. versees activities to receive and deposit revenues and other funds due to the department from all sources in accordance with state statutes and regulations.Establishes and maintains professional working relationships with staff and executives at other state agencies, including oversight agencies ( State Comptrollerand#8217;s Office, State Auditorand#8217;s Office, Legislative Budget Board, Governorand#8217;s Office, State Office of Risk Management, among others).Reviews proposed legislation and oversees implementation of adopted legislation affecting the departmentand#8217;s budget, financial and related programming activities.Represents the department at board meetings, legislative hearings, panels, and other meetings, as needed.May travel up to 10% of the time. Qualifications: MINIMUM REQUIREMENTSEducation and ExperienceBachelor's degree in finance, accounting or a related field plus seven (7) years progressively responsible professional experience in financial administration and organizational governance.
