The LSU Agricultural Center is a statewide organization with offices in every parish of Louisiana. We are currently seeking extraordinary candidates for the position outlined below. This position will be domiciled in the Office of Facilities Planning, Efferson Hall, Baton Rouge, LA.
About the LSU Agricultural Center: The LSU AgCenter is one of 8 campuses within the LSU enterprise. The LSU AgCenter includes the Louisiana Agricultural Experiment Station, which conducts agricultural-based research, and the Louisiana Cooperative Extension Service, which extends the knowledge derived from research to the people of the state. The AgCenter is headquartered in Baton Rouge and has 12 academic departments and five regions which are made up of 19 branch research stations/facilities, 2 teaching/education facilities and an extension office in each parish. Position Description: The Assistant Director of Business Operations position’s primary purpose is to assist the Director with department financial and budgeting responsibility and will serve as oversight/management of business operations. This position reports to the Director of Facilities Planning. Specific duties are as follows:
40% ‐‐ Director’s Assistant/Budget Management/Human Resource Coordination
- Works closely with Facilities Planning Director and upper AgCenter administration to manage budgets, establish policy, financial decision-making, controlling margins, and making decisions about Facilities Planning revenue and expenses.
- Aids Director to oversee budgeting and finance directives for Facilities Planning.
- Will prepare and execute budgetary action plans with Budget & Finance. Will work directly with Facilities Planning Director for planning, budgeting, and acquisitions for Facilities Planning to develop and maintain the annual budget.
- Assist Director with Capital Outlay plans and submittals.
- Assists Director in departmental human resources for new hires, financial management, and other HR actions as needed (i.e. Retirements, compensation changes, other job changes).
- Oversee any additional compensation for departmental employees and ensure they are paid on appropriate accounts.
- Attend meetings with Director on financial reports, operating budget, salary savings, and indirect costs and other duties as assigned and presents to other units as needed.
- Assist Director in other matters as assigned.
30% ‐‐ Project Management Software Administrator (e-Builder)
- Creates in-house mapping logic flow for custom software design for the project processes in e-Builder
- Trains department to use the software and, as the application manager, field any questions during the continued use of this product.
- Serves to maintain/upkeep software, troubleshoot issues, and create process flow changes as needed to fit the most effective and efficient way to process construction and lease projects for the department.
- Serves as the liaison for any technical issues ranging from smaller to site-wide issues that cause a disruption of service. In addition, serves as liaison for the procurement of any additional functionalities or licensing on a yearly and/or as-needed basis.
20% ‐‐ Business Operations Oversight
- Assists in the development of long and short-range operations plans that may include service demand analyses, resource availability analyses and cost benefit analyses or proposed capital and staff expansions.
- Analyze KPIs to evaluate departmental performance in meeting objectives and to determine areas of potential cost reduction, program improvement, or policy change.
- Assists director to oversee the Facilities Planning financial activities to sufficiently fund operations and increase efficiency and productivity.
- Advises and oversees purchasing contracts, agreements, equipment, and inventory to ensure operations are efficient.
- Oversees daily Business Office operations, financial aspects of state accounts (restricted and unrestricted), agency accounts, purchasing, payroll, and accounts receivable to ensure compliance with LSU AgCenter policies and procedures.
- Periodically audit department transactions for quality assurance.
- Oversight of the Title 38 Design & Construction procurement procedures in relation to state laws affecting changes in the LSU AgCenter policies.
- Monitors use of Title 38 processes by Project Managers to ensure policy compliance.
- Supervises Business Manager
10% ‐‐ Performs other duties as assigned.
Minimum Qualification Requirements: Bachelor’s Degree in Business Management, Public Administration, or related field, plus 2 years related experience. Other degrees may be accepted if combined with a minimum of 3 years’ experience directly related to position duties such as facility administration/management, construction procurement, etc. Desired, but not required, experience involving facility administration/management, construction management/procurement and/or experience with Project/Construction Management, Engineering or Architecture; proficiency in Microsoft Word, Excel and Outlook, and a working knowledge of current applicable state procurement law. Must have excellent administrative, organizational, communication, and interpersonal skills, along with strong computer skills. Grant administration and legislative process experience as well as public sector and/or a university setting experience is desirable.
