The CFO / Vice President of Finance serves as the senior financial executive for Health New England (HNE), a provider-sponsored health plan integrated within Baystate Health. This high-impact role oversees the financial health and strategic direction of the plan while aligning insurance operations with the broader health system’s goals. The executive must navigate the regulatory complexities of a licensed carrier while driving performance in an integrated delivery and financing model.
Key Responsibilities
Strategic Financial Leadership
- Partner with HNE and Baystate leadership to execute strategies aligned with integrated delivery system goals.
- Provide financial counsel to the HNE Board, Finance Committee, and senior leadership.
- Lead multi-year financial planning, capital allocation, and investment frameworks.
- Evaluate strategic partnerships, value-based contracting, and new market opportunities.
Health Plan Finance & Actuarial Oversight
- Manage premium revenue, medical cost trends, claims reserving, and loss ratio performance.
- Partner with actuarial teams on rate-setting, risk adjustment, and reserve adequacy across Commercial, Medicare Advantage, and Medicaid lines.
- Drive medical cost management through analysis of utilization trends and care management effectiveness.
- Evaluate provider contracts and risk-sharing programs to align plan and system incentives.
Regulatory, Compliance & Governance
- Ensure compliance with MA Division of Insurance (DOI) and CMS requirements.
- Direct the submission of NAIC statutory filings and federal financial reporting.
- Serve as the primary liaison to regulatory agencies and manage audits/examinations.
Financial Operations & Integration
- Oversee HNE’s accounting, budgeting, forecasting, and treasury functions.
- Coordinate with Baystate Health’s fiscal services to ensure unified financial controls and enterprise reporting.
- Drive continuous improvement in financial systems and data infrastructure.
Organizational Leadership
- Build and mentor a high-performing finance team focused on accountability and continuous learning.
- Foster cross-functional collaboration across clinical, actuarial, and operational divisions.
- Model a mission-driven culture that views financial discipline as an enabler of community health.
Qualifications
Required
- Education: Bachelor’s in Finance, Accounting, or related field; MBA/MHA strongly preferred.
- Certification: CPA or actuarial credentialing (FSA, MAAA) strongly preferred.
- Experience: 12+ years of progressive financial leadership, with 7+ years in senior management at a health insurance or managed care organization.
- Technical Skills: Expertise in NAIC statutory accounting, risk adjustment, and medical cost management.
- Leadership: Proven ability to lead in matrixed environments and advise executive boards.
Preferred
- Experience in provider-sponsored or integrated delivery systems (IDFS).
- Knowledge of the Massachusetts insurance market and value-based care models.
